Summary:Purpose of Position: The purpose of this position is to work with local construction contractors and landowners to reduce accelerated soil erosion and sediment pollution to streams, rivers, wetlands, and groundwater and prevent unnecessary impacts to streams, rivers, wetlands and their habitats from encroachment. This is accomplished by applying State and Federal laws such as the Chapter 102 that govern Erosion and Sediment Pollution Control Regulations; Chapter 105 that govern work in and near streams and wetlands; the Clean Streams Law; and the National Pollutant Discharge Elimination System (NPDES) program by reviewing construction-related plans, erosion control plans, and permit applications, conducting inspections of construction sites, providing technical assistance, investigating complaints, preparing reports, and offering instructional/education training programs to various audiences. This person upholds and promotes the Conservation District's mission while assisting the public with permitting and regulatory requirements in an innovative manner. The work is performed under the direction of the Conservation District Manager. This position is accountable to the Pennsylvania Department of Environmental Protection (PA DEP) to meet the terms of delegation agreements pertaining to Chapter 102 (Erosion and Sediment Control), Chapter 105 (Dam Safety and Waterway Management), and Chapter 92a (National Pollutant Discharge Elimination System Permitting, Monitoring and Compliance).Essential Duties and Responsibilities:The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.Chapter 102 /NPDES• Conducts a technical review of construction-related plans and permit applications for a variety of projects and programs including: erosion and sediment pollution control plans and National Pollutant Discharge Elimination System (NPDES) permits. This includes the processing of approvals or acknowledgments and notifications to permittees and consultants.• Provides technical assistance to applicants developing permits and applications.• Conducts administrative reviews of NPDES permit applications and accompanying Post Construction Storm Water Management Plans.• Inspects earthmoving activities and NPDES permitted sites during construction for compliance with regulations.• Conducts on-site inspections in response to complaints regarding earth moving activities; maintains complaint files for inspections; prepares compliance reports for DEP.• Provides technical assistance to landowners, federal, state and local agencies and municipal governments on issues regarding erosion control, NPDES permits and storm water management.Chapter 105 -- Watercourse and stream encroachments and obstruction• Conducts a technical review of applications for General Permits for various types of water obstruction and encroachments including (but not limited to): streambank stabilization, minor and temporary road crossings, utility crossings, low water crossings, etc.• Provides technical assistance to applicants developing permits and applications• Conducts on-site inspections pertaining to complaints regarding water courses and streams.• Prepares compliance inspection reports for all sites. Maintains active project file for all earthmoving sites.• Provides on-site technical assistance to landowners, federal, state and local agencies and municipal governments on issues regarding FEMA floodway, DEP waterway encroachment and obstruction permits, etc.General Duties• Prepares compliance inspection reports for all sites. Maintains active project file for all earthmoving sites.• Is responsible for developing and maintaining spreadsheets or data logs of permit activities to track permits and provides reports for State and Federal requirements. This may include the use of programs provided by other agencies to access requ red information.• Interprets and utilizes topographic maps, aerial photography, engineering drawings, plans and calculations, soils maps, FEMA Floodway maps, GIS layers, storm water management plans, and technical reference materials.• Prepares a variety of reports, documents and correspondence (including monthly Board reports of activities and state quarterly report of delegated activities; develops, completes, and files review letters to landowners, engineers, or consultants; prepares inspection reports and maintains active project files. Prepares and maintains activity logs. Searches the Pennsylvania Natural Diversity Inventory for environmental conflicts on permitted sites.• Conducts, plans and/or assists with training programs for government agencies, engineering firms, contractors, land developers, planners, municipalities and the public.• Requires attendance to the monthly Board meetings to update the Board on activities, unless excused.• Assists Chesapeake Bay program staff with state-required farm visits or inspections according to Chesapeake Bay program guidance.• Promotes natural resource conservation and stewardship in the community through assisting with the development of conservation-oriented public workshops; providing public and stakeholder educational opportunities both in-person and through the District's website; and by assisting the Deputy District Manager in developing intern and volunteer opportunities.• Develops, as time permits, special initiatives and programs aimed at furthering conservation within the County.Minimum Training and Experience Required to perform Essential Job FunctionsAny combination of experience (e.g., completing permits, developing Erosion and Sedimentation plans, installing filter sock & other best management practices, inspecting construction sites, work as an erosion control technician) that conveys the knowledge, skills, abilities and core competencies required of this position.An Associate's degree in Construction Inspection or Construction Management.A Bachelor's degree in Environmental Science, Biology, Geology, Natural Resource Management, Engineering, or an environmental related field.Position requires a valid Pennsylvania driver's license with no restrictions.Minimum Knowledge, Skills and Abilities:Language Ability and Interpersonal Communication• Requires the ability to communicate orally and in writing with the manager and all department personnel, other County departments, landowners, contractors, engineers, attorneys, outside agencies, municipalities, Commissions and the public.• Requires the ability to persuade, convince, develop alternatives, influence, train and monitor, in favor of a desired outcome.• Requires the ability to convey legal and regulatory policy in layperson terms.• Requires the ability to read, interpret and utilize a series of reports, records, construction plans, permits, drawings, guides, manuals, maps, acts, codes, regulations, management plans, lists, policies, procedures, guidelines and non-routine correspondence.Mathematical / Computer Ability• Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; and requires the ability to perform mathematical operations with fractions, algebra, and geometry.• Knowledge and proficiency operating computers and various software including: Microsoft Word, Excel, PowerPoint, Outlook, Access, Internet/
