  Job Description Summary

  Reporting to the Associate Vice Provost for Research (AVPR), the Regulatory Compliance Officer (RCO) has responsibilities related to the University’s Conflicts of Interest related to Research Program (RCOI Program) and research misconduct policies. The RCO provides advice and counsel regarding complex financial conflict of interest (FCOI) issues to investigators, faculty, and other research offices across the University, supports the continued development of FCOI management systems, and may serve as the FCOI Officer for several schools. The RCO represents the Research Integrity Office (RIO) for coordination of educational programs, including assisting with development of educational modules, training, outreach, and other programs; serves as the point person for non-compliance reviews by schools/other offices; and supports and assists the Research Integrity Officer in administering the University’s research misconduct procedures, including coordinating processes from allegation of research misconduct through resolution for several schools.

  Job Responsibilities

  Provides consultation to faculty members, investigators, and research staff across all twelve schools regarding the identification and management of FCOIs in a manner that enables the research to advance in compliance with relevant federal regulations and Penn policies.

  Conducts comprehensive background research on research-related financial interest disclosures: reviews information from variety of sources; investigates and clarifies conflicting information; prepares summaries of information for the Conflict of Interest Standing Committee (CISC). Following CISC review, drafts correspondence on behalf of the CISC and the Senior Vice Provost for Research (SVPR).

  Serves, along with other RIO staff, as the FCOI Officer for initial disclosure reviews for all Schools without a FCOI Officer.

  Assists in the continued development and operations of electronic disclosure system(s) that support compliance with University policies and procedures for the review and management of FCOIs. This may include identification of enhancements and bug fixes, resolution of policy questions from faculty and staff regarding the use of the new system, working with the project team and software vendor to review, prioritize, and resolve issues that arise during rollout and expansion, and working to facilitate integration with existing and emerging systems developed and used by other offices including the Penn Center for Innovation (PCI), Office of Research Services (ORS), the Institutional Review Board (IRB), and others.

  Supports faculty and staff by creating and disseminating training materials, directly consulting with personnel throughout the University, and supporting various outreach and educational initiatives related to FCOI and Research Misconduct.

  Supports and assists the Research Integrity Officer in aspects of administering the University’s research misconduct procedures.

  Qualifications

  Bachelor's degree and 7 to 10 years of experience, or equivalent combination of education and experience, are required.

  Advanced degree (E.g., Master’s Degree or Juris Doctor) involving science, law, or public policy, and a minimum of 10 years of relevant professional experience preferred.

  Knowledge of research-related conflict of interest regulations and standards and experience in a large academic or complex research setting strongly preferred.

  Excellent written and oral communication skills; ability to communicate effectively with individuals of all responsibility levels within and outside the organization; interpersonal skills to work collegially in a complex organization; highly organized and able to prioritize multiple complex tasks in a fast-paced, service-oriented environment; and ability to complete complex tasks efficiently with a minimum of supervision.
