JOB SUMMARY
ONEOK is looking for a regulatory assistant to join the regulatory compliance team. Experience should include tracking FERC regulatory compliance metrics, maintaining process and procedure documentation, and the administration of regulatory trainings. Additionally, responsibilities would include reviewing and preparing reports and managing documentation related to compliance/ records management. This position is hybrid to our corporate office in Tulsa, OK.
Job Profile Summary
Utilizes paralegal skills in all stages of support for regulatory compliance with state and federal requirements for natural gas and natural gas liquids assets, which is inclusive of tariff or report filings made to state and federal agencies, natural gas pipeline Federal Energy Regulatory Commission ("FERC") certificate reports and applications, rate cases in state and federal proceedings including discovery management.
Essential Functions and Responsibilities
Assist in the planning and coordination of:
Compliance filings for the regulatory rates, tariffs and certificates functions
Regulatory and legal data request preparation and response, including discovery for rate cases at state and federal jurisdictions
Non-routine filings for the regulatory rates, tariffs and certificate functions
Submit filings, reports and data request responses electronically to regulatory agencies, which includes but is not limited to:
Maintaining records of and status of filings and data responses
Learning electronic filing processes and specialized software
Creating desk documentation for recurring activities
Gathering and compiling record updates for, and preparing and issuing associated notices to external parties regarding the filings
Gathering and compiling records for, and electronically posting filings and/or tariffs electronically on company’s public facing web site
Compile information and draft documents, correspondence, filings and reports from written and/or verbal instructions including but not limited to:
Quarterly and other periodic external compliance filings and reports to regulatory agencies
Departmental activity reports
Components of regulatory rate, tariff or certificate filings
Prepare and complete recurring compliance data updates and report filings such as FERC quarterly pipeline maps, quarterly FERC Index of Customer filings, annual Railroad Commission of Texas P-5 renewals, with responsibilities including but not limited to:
Prepares and or compiles the materials in accordance with the required schedule, and requests and manages obtaining approvals of others, including those outside our department while serving as the direct contact for aggregation of documents from other groups, prepares the report or filing content as directed, and submits for Analyst and/or Director level review
Research and retrieve documents from various on line and printed regulatory agency or legal sources for relevant regulatory decisions, legal articles, and general regulatory activities; prepare brief summary or outlines of materials researched and retrieved.
Maintain regulatory tariffs and certificates filing dockets and filing calendar in coordination with analysts
Assist with organization and maintenance of records of regulatory filings, rate case records and actions related to those activities.
Education
Bachelor's Degree in related discipline preferred or Associates degree in paralegal studies with previous experience or a combination of formal education inclusive of legal research and writing, corporate/contract/administrative/regulatory law AND the following job-related experience:Work Experience
Experience accessing, researching and managing information in various databases and computer applications.
Experience researching, online filing (FERC or state commissions) managing and extracting information from online websites
Experience and training related to:
Microsoft Word, Excel and PowerPoint
Database access, maintenance and reporting
Developing and maintaining filing systems
Legal terminology
General business organization and structure
Generally accepted standards for grammar and punctuation
Experience advising, assisting, interacting and communicating effectively
