Summary As a Public Utilities Specialist - Contracts and Energy Services, you will be developing, negotiating, and administering contracts; developing and implementing marketing programs for the sale or purchase of power related products and services; implementing administrative principles and procedures; and providing field assistance. Responsibilities As a Public Utilities Specialist - Contracts and Energy Services, you will serve as a principal/project manager for developing and negotiating unique/complex multi-functional contracts for which there may be no contractual precedents or existing policy; develop and implement new policies and procedures; routinely represent WAPA in presenting and defending power marketing proposals/initiatives with the outcome of reaching consensus with senior staff from Federal/State/Tribal Government, and other utilities; provide technical advice and guidance to Regional/CRSP managers, supervisors, and staff on emerging power marketing policy issues, and recommending strategies for dealing with emerging issues; and provide field assistance to inform customers about WAPA's marketing and Energy Services (ES) programs. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Experience in the development or administration of contract agreements. Demonstrated customer service experience. Experience performing research, preferably related to the utility industry. Experience working with state or federal rules and regulations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
