Summary This position is located within the Planning and Evaluation (PEH) organization of Energy Efficiency (PE), Power Services (P) of the Bonneville Power Administration (BPA). The purpose of this position is to serve as a Senior Level Long Term Planner responsible for independently completing complex assignments involving a diversity of analytical studies conducted simultaneously and requiring complex planning and coordination. Responsibilities As a Public Utilities Specialist (Business Analyst), you will: Conduct analysis of complex energy industry data, including rates analysis, power planning modeling, conservation and demand response potential studies, and energy market analysis. Design analysis and modeling plans which may be completed independently or broken out into projects or studies completed by lower graded analysts. Coordinate and complete assigned studies. Assignments include the full scope of the analysis, from the definition of the problem statement, project management of the resolution, through the interpretation of findings and the preparation of final reports. Manage contracts with outside vendors including checking in regularly with contractor staff, writing scopes of work, managing the supply chain process, managing contracting timelines, reviewing deliverables and providing guidance and feedback to vendors. Manage several large long term planning projects across BPA. Develop project scopes, assembles teams, assigns responsibilities, facilitates meetings, gathers feedback, synthesizes input and information, writes reports and presents results. Plan and prepare interpretive reports related to long term planning topics such as BPA's EE Action Plan. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized Experience for this position is defined as: 1) Conducting analysis of energy industry data (i.e., rates analysis, power planning modeling, energy efficiency portfolio planning, conservation and demand response potential studies, energy market analysis, etc.) in order to complete complex assignments involving a diversity of analytical studies and 2) Providing full oversight (i.e., supply chain process, timelines, assigned responsibilities, writing scopes of work, contract staff, etc.) on the management of outside vendor contracts. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
