Job Description
The Iowa Department of Revenue’s Operations Bureau within the Tax Management Division is currently seeking aPublic Service Manager 1to oversee the alcohol licensing team. The Operations Bureau handles the receipt of all paper tax returns and documents, oversees the customer service desk, and administers the Department’s taxpayer services call center.
Responsibilities of this position will include:
Providing expertise in the management of alcohol licenses applicants and renewals and the verification of compliance with the applicable laws and requirements.
Serving as a member of the management team to support the organization’s mission, goals and objectives.
Providing direct supervision for 10 permanent employees. This will include evaluating work and performance, approving leaves, administering personnel policies and procedures including discipline, and coordinating work schedules and assignments.
Working closely with the Administrative Actions team to promote comprehensive and effective license administration. Ensuring compliance and collaboration with the Department’s Policy and Legal Divisions.
Establishing objective-based training plans for the alcohol licensing team, as well as developing and implementing procedures pertinent to the efficient operation of the team.
Collaborating with Department colleagues for alcohol license procedures, Department projects, communication, and other priorities as needed. Assist with ongoing development of public education.
Collaborating with the HR team to participate in selection and retention of reports.
Maintaining effective customer service for internal and external customers by utilizing in-depth knowledge of the Department processes and programs as well as team members within the Alcohol & Tax Operations Division.
Overseeing customer service issues and ensuring effective and long-term solutions. Developing and implementing customer service policies.
Preference will be given to candidates with the following:
Advanced experience providing leadership of employees - making hiring decisions, coaching, and developing effective teams.
Detailed experience in establishing objectives to meet goals of license programs.
Advanced ability to evaluate complex work processes, and make recommendations for effective administration.
Experience writing procedural manuals, processes and procedures.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
