Position: Proposal Specialist
Reports To: Exec VP & COO

Responsibilities
The Proposal Specialist is that rare individual who is detail oriented and has first-class organizational and motivational skills. They must be able to inspire outstanding work from team members with a range of experience and technical abilities. Other requirements include excellent time management, interpersonal and communication skills.
Position Summary
Manages all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer.
Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications, and determine final document structure.
Develop success factors, solution plans, and win strategy.
Plan, manage, coordinate, prepare and submit corporate proposals for major or multiple business opportunities in response to customer solicitations, per established deadlines, guidelines, standards, and client policies
Analyze customer solicitations and develop internal response plans and schedules for meeting customer proposal/quotation requirements
Guide and implement proposal development strategy
Collaborate with proposal team to include coaching new members, establishing a schedule, facilitating solution strategy and theme sessions, conducting daily status reviews, and managing volume leads and authors throughout the proposal preparation process
Qualifications
Bachelor’s degree and 3 - 5 years of proposal writing and proposal development.
Knowledge of CONUS/OCONUS markets, Department of Defense (DoD) and U.S. Federal Civilian Government structures, agency acquisition procedures and policies for identifying and developing potential business opportunities.
5 years of experience with MS Office business applications.
Demonstrate a high degree of productivity while handling multiple tasks simultaneously
Demonstrate innovation in approaching difficult problems
Collaborate and work as a team leader with dynamic interpersonal skills to interact with all levels of management
Excellent organizational, written, and verbal communication skills
Ability to perform comfortably in a fast-paced, deadline-oriented work environment
Must be knowledgeable of the Federal Procurement Process
Preferred Qualifications:
Solid track-record of creating 100% compliant, winning proposals for the US Government.
Willing to train the right individual who meets some of the above mentioned skills and experience.
Working Conditions
The work environment for the Proposal Manager involves overlapping projects, tight deadlines and changing priorities. May periodically work extended evening and weekend hours, sometimes on short notice. Leads inter-office collaboration on multiple proposal efforts in a fast-paced environment with short deadlines.
