Description

ICF's Disaster Management Division seeks a Project Manager who will lead the implementation team for FEMA Match Programs that include the Non-Federal Match Program (NFMP); Federal Emergency Management Agency (FEMA) Public Assistance (PA); and Energy Grid Rehabilitation and Reconstruction Cost Share (ER1) under the Community Development Block Grant – Disaster Recovery (CDBG-DR) grant and the Hazard Mitigation Grant Program Set-Aside (HMGP) under the Community Development Block Grant – Mitigation (CDBG-MIT) grant, under the HUD-approved Action Plans and subsequent action plans in Puerto Rico. The Project Manager will work with ICF senior and junior staff and subcontractors to deliver program management support to local governments, nonprofit and subrecipients across Puerto Rico.

The ideal candidate will be a proven Disaster Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. Key Responsibilities:

Support the Deputy Program Manager in daily operation and identify responsibilities at the project level.

Act as main point of contact between program and subrecipient team members for day-to-day project development and implementation.

Coordinate all application submissions from subrecipients including the evaluation of the application until the selection of projects is fully developed.

Prepare recommendation notifications and reports to communicate which projects will be funded and those that are not eligible for funding.

Oversee and track executed subrecipients agreements with PRDOH to evaluate allocation of funds in coordination with PRDOH’s Finance division.

Coordinate all necessary reporting activities to communicate the status of all executed subrecipient agreements.

Track and report status and performance of each subrecipient project.

Provide and/or manage daily technical assistance to subrecipient team.

Monitor, Identify, report, and recommend solutions to resolve issues related to CDBG-DR and CDBG-MIT Infrastructure Programs compliance, schedule, scope, budget to Deputy Program Manager and subrecipient.

Coordinate and lead all subrecipient and potential subrecipient meetings.

Review, provide comments, and recommend approval of subrecipient Applications, Draw Requests, Change Orders, Subrecipient Agreement Amendments, Budget Revisions, and Closeout Documentation package.

Responsible for review and recommend certifications for payment and construction change orders.

Establish direct communications with subrecipients points of contact during the application evaluation and implementation of projects under CDBG-DR and CDBG-MIT programs.

*Minimum Qualifications: *

Must have a bachelor’s degree or higher education from an accredited institution.

Must have at least three (3) years of project management experience.

2 + years of experience with FEMA PA Subrecipients

Must have fluent verbal and written communication skills in English and Spanish.

Must be working locally from Puerto Rico.

Preferred Skills/Experience:

Bachelor’s Degree or higher education in Planning, Engineering, Architecture, Program Management, or similar degree

Experience in federally funded infrastructure projects preferred.

Certification as a Project Management Professional (PMP)

Demonstrated success in program execution, client relationships, and profitability Proven track record of leading a team and accomplishing successful business results

Experience with state and local governments, and the types of initiatives necessary to help them rebuild their economy and culture following significant disruptions, such as natural disasters

Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities

Familiarity with emergency planning, mitigation planning and using grants management systems

Ability to formulate strategies to create new, creative approaches and profitable solutions

Professional Skills:

Strong analytical, problem-solving, and decision-making capabilities

Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics

Team player with the demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment

Proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$77,770.00 - $132,209.00
