The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, golf courses, skating rinks, trails and parkways. The Department of Conservation and Recreation seeks applicants for the position of Program Manager VI, Assistant Regional Director for the Central Region. The Assistant Regional Director is responsible for the overall direction, operation and continuous improvement of all functions of the Central Region of State Parks. The incumbent leads and oversees all day-to-day operations to assure they meet critical operational needs, quality control standards, legal and financial obligations, safety goals and administration commitments. Oversee the work of the District Managers to ensure compliance with all region wide operation programs and support them in their management of their District. The Assistant Regional Director supports the Regional Director in implementation of all Region wide initiatives and programs. The Assistant Regional Director contributes to a work environment that fosters diversity, equity, inclusion, collaboration, and the understanding of working toward a common goal. Duties: Manages the operation and maintenance of all regional assets and personnel including reservations, parks, parkways, playgrounds, athletic fields, beaches, pools, campgrounds, and other recreational facilities. Given limited staffing, vehicles, equipment, and resources, the ARD assesses and forecasts annual and seasonal needs and helps the RD in planning, setting priorities, and allocating resources regionwide. Supports District Managers in overseeing the development and implementation of work plans, assignments, employee schedules, maintenance programs and management systems. Including working with District managers on hiring, staff oversight, staff performance reviews and any labor relations issues. Ensures compliance with federal, state and local laws and regulations as well as agency policy, procedures and protocols. Completes field inspections of agency assets and facilities to ensure maintenance activities are performed in order of priority and in accordance with published frequency and all safety protocols and procedures are in place for both staff and the public. Direct emergency management activities region wide, support District Managers in oversight of special event operations and snow and ice removal and being available to responds to major emergencies 24 hours per day, 7 days per week. Other duties, as assigned. Preferred Qualifications Knowledge of public administration management practices. Knowledge of collective bargaining agreement policies and procedures. Knowledge of project management practices. Knowledge of public works maintenance practices related to snow and ice removal, storm water management, highway maintenance, park and open space maintenance, forestry practices and facility maintenance. Ability to work independently and operate pro-actively in a fast-paced environment. Ability to multi-task and prioritize responsibilities in an efficient manner. Ability to motivate and effectively lead a team to complete critical operational needs. Ability to exercise good judgment and make sound decisions. Knowledge to be acquired on the job: Knowledge of Commonwealth of MA public procurement practices MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
