Nature of Work:
This position is the Program Manager for a Lead Hazard Control Grant through the U.S. Department of Housing and Urban Development. The individual in the position will be collaborating with the City of Hattiesburg and other partners to reduce lead in housing. This will involve overseeing the work of external partners, outreach and marketing, helping identify families eligible for lead hazard reduction projects, and executing all of the administrative functions related to the grant including setting goals, writing reports for HUD and managing the $1.6 million program budget.
· This is a detailed and skilled office administration position which includes working in a complex setting dealing with a wide variety of issues and official records.
· The position requires initiative, independent judgment and discretion in various administrative duties; deals on a continual basis with sensitive issues and confidential information and materials; involves contact with the public and program staff; and the ability to convey information to the public in a courteous and timely manner.
· The Office Manager will assist all Lead Hazard/Healthy Homes staff with scheduling, facilitating public hearing/meeting preparations. Organizational skills, attention to detail and the ability to multi-task are a must, as well as a positive attitude and eagerness to serve the public.
Examples of Work:
· Administering a federal grant program or administering a lead poisoning prevention, housing rehabilitation, weatherization, healthy housing, affordable housing program, or related program.
· Project planning and operations sufficient to organize projects with others (i.e. establishing goals and timetables, clarifying mutual expectations, and evaluating results).
· Building networks throughout public and private sectors.
· Organizing, record-keeping, and task management sufficient to ensure program deadlines and deliverables are on track, and transparency of program status to internal/external partners.
· Demonstrated oral and written communication
· Performs related work and other duties as assigned.
Qualifications / KSAs:
· Able to travel to attend required trainings out of state.
· Knowledge of governmental budgeting processes, administrative procedures, public policy, state subcontracting procedures and federal fiscal requirements
· Knowledge of lead hazard control, lead abatement strategies, weatherization, healthy housing, housing rehabilitation, and affordable housing
· Knowledge of state or federal grant procedures and requirements of the U.S. Department of Housing and Urban Development Lead Hazard Control Grants
· Knowledge of U.S. Department of Housing and Urban Development HOME, CDBG, or other community development programs
· Knowledge of Federal Environmental Review requirements and processes
· Must possess a valid driver's license.
