  Summary The Emergency Telecommunications Program Manager will assist the Emergency Preparedness and Response Division Manager (AXE-500) in managing the Communications Support Team and the Priority Telecommunications Services (GETS/WPS/TPS) programs. Responsibilities The incumbent will serve as a subject matter expert in emergency telecommunications within the Emergency Preparedness & Response Division. Performs highly complex and challenging emergency operations support, planning, and coordination at the National and Regional levels. The incumbent is responsible for supporting the testing, evaluation, and implementation of Recovery Communications (RCOM) at the National and Regional levels. Supports FAA operations both in steady or activation states by ensuring Senior FAA officials, emergency response personnel as well as continuity and devolution cadre have the means necessary to communicate during an emergency or planned security event. Provides oversight of highly specialized contractors and communications specialists supporting the Communications Support Team (CST). Typical duties include, but are not limited to the following: Establishing, tracking, and maintaining program objectives to ensure program efficiency; applying innovation and technology improvements for program enhancement. Collaborating cross-organizationally to achieve program objectives. Developing and maintaining strong relationships with internal and external stakeholders in order to promote effective collaboration. Initiating studies to evaluate service enhancements and/or potential weaknesses that could impact the resilience of CST services. Developing and managing short, mid and long term planning activities that include multi-year work plans to maintain the integrity and operational capability of the systems and services under purview. Developing program projections and funding forecasts to assure the timely implementation and maintenance of the technology; developing and implementing lifecycle program controls. Leading and performing site surveys and system installations; planning, tracking, and overseeing the execution of tests and exercises to ensure the program’s assets are operational and end-users and operators alike are trained. Developing and delivering training to CST members, in-person or remotely, to ensure technical familiarization and process standardization amongst the team; applying innovation and technology improvements for program enhancement. Evaluating and advising on the organization, methods, and procedures for delivering improved emergency communications and capabilities across diverse transmission modalities. The incumbent must be able to deploy to conduct emergency communications restoration activities. Response locations will vary and may be located in an area with limited resources. The incumbent may be required to sleep in tents and on cots, and use portable AC units cooking stoves/supplies, etc. Deployments may occur in highly dynamic circumstances; thus requiring sound judgment; resourcefulness and adaptability to safely fulfill the CST mission. The incumbent must be familiar with VHF/LMR, SATCOM, IT, and similar systems. The incumbent collaborates with the Command and Control Communications (C3) Division on the following: Management of the CST program’s budget including (but not limited to) the development and maintenance of a multi-year spend plans and funding request justifications for F&E, Ops, and Activity-5 funds; Acquisition activities including requirements definition, market research, authoring statements of work, screening information requests (requests for proposal), maintaining service and support contracts, tracking and preparing for End-of-Life dates, and planning for the orderly and timely replacement of obsolete equipment and expiring contracts to enhance and sustain the CST program, and; Financial management of the CST program with the contracting officer’s representative (COR). Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. ----------------------------------------------------------------------------------------------------------------------------------------- SPECIALIZED EXPERIENCE IS DEFINED AS: Experience managing radio or satellite communications technology; managing national level programs; and analyzing program data to develop cost estimates, studies, and operational plans. AND; Experience supporting response to significant incidents or events and experience supporting large, complex functional and full scale exercises.
