About Program Manager

  Summary As a Program Manager, you will serve as a nationally-recognized expert in the designated acquisition program area within the Professional Services Human Capital (PSHC) Portfolio. Location of position: GSA-FAS-Professional Services and Human Capital Portfolio. This position is virtual/full-time telework We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. Major duties include, but are not limited to the following: Serves as a center of expertise for the program, providing key input to policy development and/or implementation at the agency headquarters level or as a key advisor to top regional management, including the Assistant Commissioner. Furnishes significant information to top management officials at the headquarters and/or regional level who regularly seek his/her expertise on issues often of strategic importance to mission-essential goals or programs. Serves as a troubleshooter for program personnel on a diverse range of issues, projects, or concerns requiring an overview of the total agency operation with respect to resolving significant, controversial and/or otherwise highly charged situations. As such, serves as a liaison to high-ranking program personnel across government agencies to convey information regarding program activities, agency policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed. Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in terms of current and/or future programs. Manages assigned program(s) including organizing daily activities based on the goals of the organization, devising new programs that support the organization’s objectives, developing sustainable goals for the organization, developing budgets and plans for the programs. Additionally evaluating and assessing the programs’ strengths and weaknesses, monitoring projects and overseeing project managers to ensure goals are met, meeting with stakeholders to discuss program status and goals. Participates in the review of program activities to identify problems and recommends corrective measures or alternative approaches for implementation by management officials. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of agency goals. Develops long range plans and recommendations as to the best methods to utilize to meet organizational goals, objectives and to adapt to changing needs based on knowledge of known and projected program or organizational requirements. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. SPECIALIZED EXPERIENCE: Specialized experience is defined as demonstrated expertise in acquisition and project management that includes responsibility for managing projects and/or programs and serving as a technical authority in the procurement and execution of professional services based on acquisition regulations. Such experience must include: providing technical advice, developing policy and/or guidance, applying qualitative and qualitative analysis to assess and develop strategic project planning in areas such as category management, demand management, supplier relationship management, and acquisition planning.
