  Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position is located within the Flight Program Operations, Policy and Technical Publications Group (AJF-6100). Responsibilities The incumbent will supervise a professional staff that ensures conformity with its outside regulatory and legal requirements, as well as internal policies and bylaws. The Group Manager ensures AJF takes the necessary steps to comply with relevant laws, policies, and regulations in the process of attaining the service unit's goals. Incumbent will work in conjunction with and at the direction of the Director to manage staff, daily operations, planning efforts, strategic vision, and the delivery of accurate information in a timely and efficient manner and will oversee various media relations responsibilities and lead select enterprise communications projects and activities. Works with senior executives to examine, identify, and manage regulatory risk and ensures the AJF is equipped with internal controls that adequately measures, addresses, and manage risk. In addition, the manager will work closely with the Vice President and Deputy Vice President of Flight Program Operations, and Directors, to perform research of technical documentation, extract information from Subject Matter Experts (SME), and produce guidance and policy material in support of the agency's flight program. Summarize and analyze stakeholders comments researches aviation and other regulatory issues, supporting special projects, works with Government and industry personnel, and conducting Internet research to accept or reject proposes changes to existing policies, practices and procedures. Accomplish tasks assigned to the organization directly through supervision of employees. Direct the work of the employees assigned to the organization. Integrate work of multiple organizations to meet strategic goals, and participates in strategic planning for the FAA. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Develop new programs to support the strategic direction of the organization. Create and manage long-term goals. Navigate complex program issues and develops an evaluation method to assess program strengths and identify areas for improvement. The manager will serve as a strategic partner with the directorates and coordinates the operational activities to ensure compliance with routine regulatory matters. Works in collaboration with the Director to set priorities for the team, plan work functions, assign tasks and responsibilities, manage the work flow within AJF, coach and develop staff, monitor and evaluate performance of employees, approve leave and take or approve corrective/disciplinary actions, as applicable. Leads by example and is proactive, self-motivated and creative. Provide encouragement to the team to have the courage and imagination to generate new ideas; plan for the future; be engaged, curious and observant; and demonstrate foresight and anticipate things before they occur. The manager and the team will be committed to continual improvement and learning. Works with senior staff to provide research, logical and reasoned writing and analysis, and interpretations policies that may include Federal regulations, internal processes, and policy-related documents. Responsible for communicating the organization’s vision and objectives. Defines, acquires, and allocates resources to accomplish objectives for projects/ programs across multiple functions and/or disciplines. Oversees execution of overall strategic vision and sets direction for AJF to ensure effective and efficient attainment of organizational goals. Defines and assigns accountability for key internal performance objectives. Researches and drafts regulatory documents and reviews documents for accuracy, completeness, and compliance with appropriate requirements. Engages managers in documenting, refining, and assuring compliance with processes governing. Works with management team to identify resource needs and advocates for resources on behalf of the directorate. Qualifications To qualify for this FV-K (FG/GS-15) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE includes: experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience implementing and operating aviation programs in compliance with Federal regulations. In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. SELECTIVE PLACEMENT FACTOR (SPF): Qualified applicants must provide experience in leading and coordinating policy and technical publications for a certificate holder regulated under 14 CFR part 135 or part 121 AND experience determining regulatory compliance in accordance with 14 CFR.
