As a Trusted Advisor, you are the authority on Analysis of Alternatives for a global environment, modernizing systems, training for business applications, orchestrating logistics, managing inventory, and improving all business processes.
*Responsibilities include, but are not limited to: *
Customer facing duties:
Accountable for Program results, you will continually manage Customers and Stakeholders, to prioritize, manage risk, and delivery continuity of operations.
Develop, mature, and maintain key technical stakeholder relationships across the end-customer organization.
Build partnership relationship with the customers and subcontractors.
Lead and drive alignment between customers and stakeholders.
Establish a positive, effective working relationship with the Contracting Officer (CO), the Contracting Officer's Representative (COR), and the Government Technical Monitors (GTMs).
Handles challenging client situations and offers technical and business guidance & direction.
Planning and Execution duties:
Collaborate with customers to develop program objectives and define tasking.
Negotiate and create task execution plans.
Develop project plan, and schedule.
Prioritize, assign, and track the scheduled task and financials.
Make and meet the team’s commitments to the customers.
Oversee and manage support functions includingfinancial management, subcontractor management, schedule execution, risk management, and quality control.
Manage program by reviewing progress and approving cost (i.e. approving subcontractor invoices).
Conduct regular staff meetings in alignment with the program plan; deliver monthly and weekly status report as well as Quarterly Program Reviews for the customer and upper management.
Remain accountable for all activities concerning the program which include:selection, hiring, firing and retention of personnel; scheduling and managing of labor, travel and other direct costs; and communicating with the Executive Director, PMO, and respective Team Leads on issues that pertain to management objectives, employee morale, program decisions, and program related matters.
Program improvements:
Identify, analyze, and implement business process improvements on the program that include conducting root cause analysis, gap analysis and process mapping.
Provide lead technical assistance to the visioning, white paper, Analysis of Alternatives, and proposal development process.
Deliver innovative solutions and efficient processes/procedures that reduce program operating expenses, mitigate risk, and improve bottom line.

A self-starter with exceptional influencing skills, able to work independently in highly ambiguous environments, with both technical and business groups internally and externally.
You must be able to thrive and succeed in a fast-changing environment, proactive, flexible, and not hindered by ambiguity or competing priorities.
Strong verbal and written communication skills, organizational, problem solving, and interpersonal skills.
Must be capable of planning, coordinating, and directing the activities of program staff, program control, and 150+ technical personnel involved in providing services in fulfillment of the contract.
Demonstrated experience managing and controlling schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.
Demonstrated ability to achieve and exceed objectives for program cost, schedule, technical, quality, and customer satisfaction.
Must be capable of providing direction for operations and ensuring compliance with all management policies, plans, and procedures.
Demonstratedability to communicate with all levels of the organization and cultivate a strong team environment.
More than Twelve years relevant Program Management experience including demonstrated successful experience managing large, complex program(s) and providing financial oversight, innovative solutioning, and risk and opportunity attentiveness.
More than five years supporting the Department of State
Experience managing IT Programs at Department of State

Education:
Bachelor's Degreein Engineering, Information Management or Business and/or 15+ years managing large/complex and multi-region and international programs.
Master’s Degree preferred.
Clearance Requirements:
Secret clearance required.Certification s :
Active PMP certification from PMIrequired.
ITIL and SaFE desired.
Other Requirements:
The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
Constantly operates a computer and other office productivity machinery, such as acalculator, copy machine and computer printer
