Summary This position is located in the Highway Design Branch of the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration in Ashburn, Virginia. You will be primarily responsible for support of and promoting the implementation of quality principles and practices for engineering processes associated with the planning, design, and construction of Federal Lands Highways in the Eastern United States, Puerto Rico, and the Virgin Islands. Responsibilities The Program Analyst: Conducts design project reviews to determine improvement needs of either a specific project or existing EFLHD process. Evaluates project delivery procedures and project documentation, status of funds, project scheduling, and project management in order to assess the adequacy/quality of project delivery and increase the productivity and effectiveness. Distributes and reviews contractor and customer surveys to target project delivery practices and process areas needing improvement and emphasis. Recommends improvements to Division leadership. Provides Project Delivery technical advice, support, or services to other offices and client agencies. Resolves technical and policy questions relating to product quality and procedural issues. Conducts special investigations of complex or unusual project delivery problems and makes recommendations to the appropriate branch leader for actions to be taken. Assists in the resolution of contract administration problems such as interpretation of a project’s special contract requirements. Trains selected EFLHD employees in the concepts and methods of team building, process and system management, statistical process control and the facilitation of meetings. Provides assistance to teams and individuals with understanding and applying customer focused and results oriented principles in long term planning and day- to-day operations. Serves as a team member of the Division Business Systems Team. Coordinates overall process improvements with the team and provides feedback on those areas within Project Delivery. Prepares quarterly and annual reports for the Federal Lands Highway Office. Leads in the ongoing development and continued maintenance of the QBS system, oversees auditing of the system processes and procedures, and the ongoing migration of EFLHD business practices into the QBS environment. Coordinates Design/Construction Partnering Meetings and serves as a liaison for Design/Construction partnering issues. Documents issues and recommendations actions to address and resolve PS&E, process or procedural issues. The ideal candidate for this position has experience in developing programs to improve the performance of an organization, has experience in leading a wide variety of complex studies evaluating business processes and systems, has excellent communication and program management skills, is mission driven, and a team player. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in analysis of key business processes, evaluating options and alternatives for making decisions and resolving issues, and facilitating task teams toward effective solutions; and Experience with strategic and performance planning, application of quality management principles and procedures to improve organizational performance; and Experience with project management methods and practices for the design and construction of roads and bridges, including the relationship of quality assurance with final Plans, Specifications, and Estimates.
