Responsibilities As a Program Analyst within the Mineral Resources Program, some of your specific duties will include: Supports management in the planning, analyzing, monitoring, and accomplishing program activities Gathers full information on State and partner proposals for Earth MRI support, and coordinates all review processes for the Earth MRI Program Manager and the Earth MRI Science Coordinator Helps the Earth MRI Program Manager and Deputy Science Coordinator to coordinate the logistics of the yearly Earth MRI workshop, cooperative agreement review panel, and other review panels as appropriate, and assures that all related communications and documentation related to these panels is both timely and secure Maintains and analyzes information contained in the budget planning and information system to track and evaluate the status of current and past project proposals Leads all activities related to Earth MRI support of STEM efforts, particularly interactions with the universities and youth development and internship programs Develops and implements methods to measure and report other program accomplishments and directs the annual validation and verification of program performance metrics Requirements Conditions of Employment Key Requirements: Applicants must be U.S. Citizens. Qualifications For GS-13: Applicants must meet the following to qualify for the GS-13 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work may include: (1) Extensive knowledge of Federal, departmental and bureau program and workplan formulation and execution processes and program development functions to formulate plans, program objectives and justifications, narrative presentations, and economic analyses of organization programs, operations and activities. (2) Extensive knowledge of Federal, departmental and bureau requirements for formulating, measuring, and reporting program and project performance. (3) Extensive knowledge of Federal and Bureau procurement and external financial assistance processes. (4) Skill in effective interactions with executive, management, senior staff, peer, and junior members and members of other scientific organizations, representatives of private sector organizations and governmental entities, to inform, train, persuade and negotiate with them about planning aspects of program operations. (5) Knowledge of relationships with other programs and key planning, performance, budgeting, and contract and acquisition support functions. (6) Demonstrated skill in communication, in oral, written, tabular, graphical, and other presentation forms, of complex financial objectives, subtle distinctions, and/or complex relationships. (7) Skill in the ability to use governmental-wide, departmental, and bureau planning, procurement, and performance software systems, to access the internet to search, find, and retrieve information, to use modern word processing, spreadsheet presentation, and other office automation software.
