Purpose of the Position:
Working supervisor position, with day-to-day responsibility for mentoring /coaching/monitoring other project managers.Manage proposals for Messer LLC: On-site generators, tonnage onsites - Greenfield, relocations, re-use of used assets, reliefs.Plant projects valued up to $150,000,000 consisting of major equipment replacements, plant capacity upgrades, change in product split, plant reliability and efficiency upgrades. Principal Responsibilities:
Manage all ASU, CO2 and Electronics proposal activities for Project Engineering and Execution with primary focus on delivering consistent, high quality, practical solutions in support of new business.Responsible for coordinating the day-to-day proposal support activities of 1 or 2 full time project managers plus contractors as needed to manage workload.Participate in customer meetings to establish technical criteria for proposal development, and to explain the content and basis of Messer proposals as the new business opportunities evolve.Interface with internal stakeholders to ensure alignment of project scopes and business cases.Participate in reviews with various Messer business development managers, Regional Reliability and Production Managers, and Legal Group to ensure technical, financial, and operational details of proposed solutions are aligned with customer needs and Messer interests.Participate in developing functional new business process that defines workflow protocols, responsibilities, and policies between Project Engineering and Execution, OnSites & Pipeline, Tonnage, Business Development, Electronics, Operations, and Sales and Marketing.Participate in development of standard package of proposal deliverables (technical documentation, scope split matrices, cost estimating forms, schedules, project execution strategies, etc.) consistent with the ASU, CO2 and Electronics asset base proposal suite developed by the Project Engineering and Execution Team.Provide business with capital estimates with the appropriate level of accuracy for proposed projects especially in the upfront stages where gross-order-of-magnitude estimates are required to determine go/no go decisions in the project feasibility phase.Establish multi-tier-system of proposal delivery that links minimum work activities (e.g., basic engineering, vendor and contractor interfaces, estimating, etc.) to proposal turnaround times, levels of contingency, etc.Participate in development of standard protocols/tools for due diligence/plant evaluations on existing equipment.Coordinate visits to plant sites as required to survey local conditions and secure data for preparation of proposals.Provide coordination with Operations departments as required.Host Proposal Hand Over meetings for all approved projects to ensure clean handovers of proposal work to assigned Project Mangers.Maintain proposal database to prioritize and track appropriate proposals.Co-host Monthly proposal review meetings with appropriate Production, Reliability, Tonnage, Electronics and other Messer resources to ensure workload forecasts, actual work progress, and proposal commitments are aligned with available supporting resources.Participate in qualifying vendors, negotiating vendor pricing and standard terms and conditions in conjunction with Supply Mgt.Participate in "lessons-learned" sessions to assist with settlement of disputes, claims, etc., and promote continuous improvement and BOP.Required qualifications:
College Diploma in Chemical or Mechanical EngineeringMinimum 10 Years in Project Management or related fieldMinimum 10 Years in Industrial gas experienceOther Qualifications:
Knowledge of engineering rules-of-thumb, scaling factors, equipment lead times.Knowledge of codes and regulations as they pertain to industrial gas projects, e. ASME particularly B31.1, NEC, building codes, permitting experience.Experience in Project Execution or Project DevelopmentEffective verbal and written communication skillsAbility to work independently and coordinate effectively with business management groups, engineering support staff, and plant personnel.Ability to manage professional and construction contractors.Demonstrated ability to develop a complicated technical scope, and associated schedules and budgets.PMP certification a benefitAbout Messer:
