  Summary Work Schedule: 8:00am - 4:30pm Compressed/Flexible: Available- Upon Supervisor Approval Telework: Available- Upon Supervisor Approval Position Description/PD#: Portfolio Manager/PD 28084-0 Relocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not required Travel: 25% Location: Washington, DC Supervisory: No This recruitment is for 1 vacancy with the Office Procurement, Acquisitions and Logistics (OPAL) Responsibilities This position is in the Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics (OPAL) Category Management Support Office (CMSO). CMSO provides information to multiple stakeholders throughout Veterans Affairs, as well other Government Agencies regarding category management and contracting solutions provided by OALC. The primary goal is to achieve enterprise-wide cost avoidance and performance improvements, effective customer support and integrated operations and processes with customers through integrating the organization's strategic sourcing objectives. Analyze organizational performance facts and data to draw conclusions and provide recommendations. Research, investigate, and conduct comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Support Category Managers and their teams in the creation of Category Management goals and strategies to meet those goals for their respective category as well as maintain an intimate knowledge of the Category, Category Intelligence Reports, and Product Intelligence reports being used to improve category performance. Clearly identify the health of their assigned category(ies) in respect to the tenets of category management, including SUM and unmanaged spend, duplicative contracts, and opportunities. Utilize extensive problem-solving skills needed to identify actual and/or potential problems areas, trends, deficiencies, or areas of imbalance, and takes all the necessary actions to resolve them. Consult, advise, and recommend policy changes as necessary to improve category management and strategic acquisitions across the enterprise, especially in cases where successful business transformation opportunities exist. Write and/or edit high level documents for senior management, including policies, functions, and topics with a broad impact on the direction of mission critical programs. Written materials include executive level briefings, program policy and procedures, memoranda, press releases, and other working documents. Foster and maintain effective working relationships with all levels of VA officials, supervisors, contemporaries, and subordinates. Conduct surveys of elements within VA to identify trends and determine if strategic implementation efforts are successful. Independently and continuously evaluate the total dollar spent by category (goods and services), number of transactions, nature of the purchase, and identify the suppliers and customers. Consult, advise, and train the Category Manager's team on how to apply the best approaches to acquire goods and services. Develop strategies to assist CMs (functional business area leads) in developing two-year plans to maximize mission capabilities for every dollar spend on supporting Veterans. Assist in developing CM plans that address the underlying tenets of successful category management: policy, best practices, demand management goals. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert level experience strategically employing Program Management planning concepts and techniques to accomplish a variety of specialized acquisition strategies; applying category management principles and supply chain/acquisition data analytics to evaluate the procurement of goods and services to provide maximum efficiency and cost avoidance during contracting processes; conducting in-depth analyses of market conditions to include contractors' financial and management systems; excellent verbal and oral communication skills to disseminate information, build teams, facilitate meetings, and develop relationships with internal and external stakeholders; representing the organization at conferences, meetings, and/or in briefings in support of the assigned category manager. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
