The State of Maine Department of Administrative and Financial Services (DAFS), Bureau of General Services is seeking candidates for an Occupational Health & Safety Compliance Assistance Specialist. This is professional services work in administering and overseeing day-to-day operation of a program to provide asbestos, lead, mold, contaminant, and indoor air quality assessment and mitigation oversight services for public schools and state facilities. The Position will review data and reports to provide guidance to building stakeholders on best practices for safe buildings. Positions will coordinate with Bureau of General Services staff and program stakeholders to oversee and communicate response to reach solutions. Work is performed under limited supervision.
JOB DUTIES:
Plan and administer outreach and collaboration with public schools and state facilities, communicating information about the program to build alliances that advance program goals.
Collaborating with industrial hygienists or other industry professionals for asbestos, lead, mold, contaminant, and indoor air quality assessment; and oversee sampling, testing, and review of findings and communicating recommendations while being mindful of costs to affected parties.
Identifies and investigates areas within buildings not normally accessed, including basements, attics, mechanical rooms, and other areas that could be contributing to assess potential health issues.
Provide oversight of the assessment and mitigation activities for sites where testing indicates remedial steps are warranted and communicate regular updates to stake holders.
Provide health and safety training and develop programs and training to advance safety in accordance with applicable standards. Prepares and presents instruction to train others in occupational safety and health standards, regulations, and best practices.
Assigns, oversees, and reviews the conduct of field visits and report preparation to ensure inspections and remediation work are accomplished, applicable federal and state laws, rules, regulations, and guidelines are followed, and program requirements and goals are met.
Using a ladder, identify and investigate basements, attics, and or other building spaces not confined.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of applicable laws, rules, regulations, policies, and procedures.
Knowledge of safety engineering and industrial hygiene principles and practices.
Knowledge of occupational health hazards presented by various chemicals.
Knowledge of proper and safe use, handling, collection, and storage of hazardous materials.
Knowledge of general industrial processes and operations.
Knowledge of laboratory analysis methods and procedures.
Knowledge of occupational safety and health hazards found in the work place.
Ability to identify, evaluate, and control occupational safety and health hazards.
Ability to conduct research and prepare complex technical reports.
Ability to establish and maintain effective working relationships.
Ability to assess educational needs of others and develop and present training/instruction.
Ability to lift 25 lb. and climb a ladder to investigate and measure suspected problematic areas.
Ability to identify and evaluate relevant information and apply sound judgement to determine whether events or processes comply with standards.
Ability to communicate effectively.
Ability to write clearly and effectively.
MINIMUM QUALIFICATIONS:
A Bachelor’s Degree in Industrial Hygiene, Toxicology, Chemistry, Safety & Health Management, or related science and two (2) years specialized experience in a chemical, environmental, safety & health, or related industrial hygiene field. Equivalent experience may be substituted for education on a year-for-year basis.BENEFIT INFORMATION:
