  Position Summary: We have an opportunity for a Mitigation Grants Specialist to join our Tidal Basin Government Consulting team. The primary purpose of this position is to assist our clients in the implementation of their HM program(s) as well as maintain the effectiveness, efficiency, and success of the various HM programs and business management operations.

  The Mitigation Grants Specialist applies FEMA’s Hazard Mitigation Assistance (HMA) Grant Program’s guidance, with a specific focus on administering and monitoring program support assistance which is critical to effective mitigation program delivery to our clients.

  Job Duties and Responsibilities include:

  + + Serve as a coordinator for and as liaison to client counterparts regarding the implementation of the FEMA mitigation grant programs.

  Provides technical assistance to our clients in support of their HMA Grants goals and objectives.

  Serve as Grants Specialist for HM contract work assigned.

  Knowledge of the interrelationships between the HM grants and the other functional areas within the HM Business Unit.

  Ability to work through incomplete and complex data.

  Interpersonal and communication skills to explain, define, and advise clients on the HMA rules, regulations, and processes.

  Deploy and work onsite at client locations for extended periods of time.

  Perform other duties as assigned.

  Complete all required compliance training on an annual basis.

  Skills and Competencies: 

  Strong understanding of Emergency Management Hazard Mitigation concepts and project management principles.

  Experience writing/reviewing Hazard Mitigation plans.

  Experience with public speaking to conduct and support webinars and conference calls, coordinate meetings with State, Local and County officials

  Experience with SharePoint, Microsoft Office, Adobe Pro, and other technical programs needed to perform Mitigation work.

  Ability to work under pressure, within deadlines, maintain emotional self-control and take guidance from clients, project Specialists, Mitigation Unit leadership, and other executive leadership.

  Expertise in interpreting Mitigation Guidance, Policy, and Regulations (Such as 44 CFR, 2CFR 200, HMA Guidance, etc.).

  Required Education and Experience:

  A bachelor’s degree, Engineering, or a related field; if no degree, must have a minimum of five (5) years of emergency management experience.

  2+ years of progressively responsible experience in HM grants, work at a local or state government agency, special districts, federal agencies, private non-profit, university or college, or where job duties can reflect being specifically related to Hazard Mitigation.

  Knowledge of laws, regulations, and directives related to the delivery of Federal mitigation grants, including regulations and guidance for HMGP, FMA, BRIC, etc. This requires interpreting established statutes and regulations and the ability to make recommendations to our clients.

  Knowledge of natural hazards and their impacts on the man-made environment, and basic techniques to reduce future hazard damages on the existing built environment and for new development.

  Ability to express complex and technical ideas and concepts clearly and concisely both orally and in writing.

  Additional Experience:

  Possess technical background such as project management, engineering, construction, project estimator, financial Specialist, floodplain Specialist, flood insurance, and/or planners or related professional fields and generally possess the skills required to implement, monitor, and manage mitigation grant activity.
