  The State Highway Administration (SHA) Office of Construction (OOC) is currently recruiting for a Minority/Disadvantaged Business Enterprise(M/DBE) Coordinator (Administrator I) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

  Nature of work:

  The candidate assists the OOC Minority/Disadvantaged Business Enterprise(M/DBE) Administrator charged with direct management and oversight of the Disadvantaged/Minority Business Enterprise programs for all SHA contracts (including goal setting, Schedule of Participation (SOP) approval and correspondence). This work is performed in accordance with US Department of Transportation (Federal Highway Administration guidelines and specifications), Maryland Department of Transportation (State Highway Administration guidelines and specifications), and state procurement regulations (COMAR). The incumbent will assist the M/DBE Administrator with the establishment of M/DBE goals for all SHA contracts prior to advertisement for bid. This process requires a thorough review of each construction and maintenance contract's Engineer’s Estimate to determine sub-contractible work opportunities that could be assigned to MDOT Certified M/DBE firms.

  On bid opening days, the incumbent reviews bids to ensure compliance with the advertised M/DBE goal and other contractual requirements. Additionally, the incumbent will assist the OOC M/DBE Administrator with the review, analysis, and approval of contractor's SOP submittals for all SHA construction and maintenance contracts to ensure compliance with SHA's contract documents and specifications and state and federal Regulations (COMAR & 49CFR23).

  Qualifications

  MINIMUM QUALIFICATIONS:

  Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

  Experience: Four (4) years of experience in administrative staff or professional work.

  Selective Qualifications: Two (2) years of experience must have involved responsibility for monitoring compliance with an M/DBE related program regulated by State or Federal Laws.

  Preferred Qualifications:

  The ideal candidate will possess the following:

  Experience and understanding of construction practices, project management techniques, and OOC/CID operations and procedures/practices of construction inspection including construction contracting techniques (i.e. bidding procedures, construction contract scheduling, and procurement review group procedures, etc.)

  Ability to interpret SHA’s contract documents and specifications, state and federal regulations (e.g. COMAR, 49CFR23 and 49CFR26)

  Excellent organizational and recordkeeping skills, and detail oriented

  Ability to utilize Access Database, DocuSign, OneDrive, Excel, and Microsoft Word

  Excellent communication skills (both oral and written)

  Notes:

  Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  Candidates may substitute the possession of a bachelor’s degree from an accredited college or university.

  Candidates may substitute the possession of a master’s degree from an accredited college or university for the required experience.

  Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

  Licenses & Certifications

  Candidates must possess a motor vehicle operator's license valid in the State of Maryland.
