GENERAL PURPOSE:

This position serves as the Discipline Chief for Psychiatry’s licensed/credentialed therapists (LMHC, LMFT, LCAT, CASAC) as well as related non-licensed clinical and clinical and clinical support roles. Reports to the Chief Administrative Officer and a dotted line reporting to the Associate Chair of Education. Works in a closely coordinated fashion with Division Chiefs and Clinic Directors. This discipline chief will provide overarching discipline leadership, support, and oversight for Psych licensed therapists. The role will be a liaison between the therapist disciplines and the Psychiatry Department executive leadership with close collaboration with psychiatry education. This role would also be a liaison to county and state stakeholders as appropriate. The therapists discipline chief will collaborate with clinical program directors to support and educate regarding scope of practice and supervision best practices for Mental Health Counselors, Marriage Family Therapists, Creative Arts Therapists, Credentialed Alcohol and Substance Abuse Counselors, junior therapists in all those disciplines working on licensure/credentials, as well as related clinical support positions.

Subscribes to the Department’s goal of creating a culturally competent environment by treating patients/families, trainees, research subjects and co-workers in a sensitive and caring manner with appropriate attention to cultural differences. Participates in available cultural competence events and trainings. Carries out responsibilities with considerable latitude for independent judgment. Fosters and enables a positive work environment by modeling the I CARE values.

JOB DUTIES AND RESPONSIBILITIES:

Lead efforts to develop education programs for Psychiatry’s licensed therapists within the URMC system and when applicable the School of Medicine. The Therapists Discipline Chief will facilitate training sessions and/or teach relative courses as appropriate and will provide mentoring for clinical leaders in the disciplines within its scope. The role includes providing advocacy and promoting advancement of the discipline(s) at the department, institution, local, and state level(s). The therapists discipline chief will engage in networking at area colleges and universities to aid in recruitment efforts for vacancies for all of the therapist disciplines within its scope. Additionally, builds partnerships with the area colleges and university programs to create professionalization opportunities, advocacy efforts, and employment linkages for university staff and students. Work directly with clinical programs leadership for internship coordination.

Develop and maintain updated core functions competencies for the disciplines. Assists Divisions within the Department of Psychiatry and throughout URMC with recruitment and integration of licensed therapists into their clinical services. Lead recruitment efforts in partnership with clinic directors. Develop job descriptions for the licensed therapists, clinical and clinical support positions in Psychiatry. In collaboration with Division Chiefs, the CAO, and the HR Business Partner, oversees and facilitates licensure related human resource issues and ensures compliance with professional discipline and University Personnel Policies. Development and monitoring of productivity standards for clinicians providing direct billable services.

Participate in and when appropriate lead key departmental clinical initiatives. Maintain primary responsibility of behavioral health treatment components in URMC/VBP related Projects. Provide overall consult and detailed planning for URMC on integration of behavioral health throughout the system of care. Provide overall consult on integration of the licensed therapist disciplines throughout the 13-County region’s system of care and assist with planning when appropriate.

Serve as external liaison to regulatory agencies and officials (OMH, OASAS, DOH, Joint Commission, etc.) when appropriate. Attends state level regulatory meetings to stay informed of public policy adaptations as related to licensure and therapist scope of practice. Assist the CAO to Coordinate, plan, implement and evaluate the Department’s clinical operations, consistent with regulatory and clinical standards, and integrating these with its fiscal and strategic goals. Participates in clinical strategic planning, together with Department leaders, faculty and staff, and appropriate leaders from UR Medicine, and community partners as appropriate.

Work collaboratively with Patient Relations and CRMQIT to assist the CAO’s office with resolving patient complaints that cannot be resolved within the clinical area serving the patient.

Performs other related duties as required and subscribes to the Department’s goal of creating a culturally competent environment by treating patients/families, trainees, research subjects and co-workers in a sensitive and caring manner with appropriate attention to cultural differences.

Participates in available cultural competence events and trainings.

QUALIFICATIONS:

Master's level licensed clinician with 7+ years related clinical leadership, supervisory and administrative experience required.

Doctorate level is preferred, but an equivalent combination of education and experience will be considered.

7+ years, minimally, of relevant experience in clinical services, clinical supervision, and clinical administration, preferably in complex clinical service systems required.

A demonstrated record of leadership success, and a strong and broad understanding of counseling theories and techniques, and evidence- based treatments for mental health and substance use disorders.

Applicants must be licensed or credentialed in New York State in at least 1 of the following disciplines (LMHC, LMFT, LCAT, CASAC).

Pay Range

Pay Range: $89,690 - $125,549 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
