About Management & Program Analyst

  Summary The position encompasses both manpower and human resources (HR) management principles, techniques, acceptable practices, as well as statutory, regulatory, and procedural requirements. Originating with the VA Mission Act, section 505 of 2018 and any subsequent applicable law and policy, the manpower function is critical to the VA's resource allocation process from planning to actual delivery of services. Responsibilities Duties include but not limited to: Serves as an advisor and consultant to top management on manpower and human resources management principles, techniques, acceptable practices, as well as statutory, regulatory, and procedural requirements. Conducts special studies that require extensive analysis of program goals and objectives, workloads, costs, and other interrelated issues in order to identity changes that will optimize the balance among funding, program requirements, and execution within the network. Maintains uniform organizational design and position structures, determines appropriate FTEE baselines based upon agency specific data, and ensures resource allocation supports and aligns with mission critical functions and HR requirements. Makes recommendations to executive leadership to improve operational efficiencies and planning effectiveness. Participates and collaborates in the development of detailed manpower requirements (e.g. industry benchmarks, staffing standards, succession plans. Time studies, modeling's, simulations, etc.).Leverages related studies to ensure compatibility with established manpower models and requirements. Ensures study scenarios support and inform planned or programmed capability requirements by considering multiple variables, such as workload, workforce structure, level of service, productivity and performance measures, outcomes and metric requirements, workload parameters, etc. and ensures the validity of the results for healthcare systems. Directs project plans and teams as requested to implement directives, address concerns, and solve VISN-wide manpower and HR related problems. Develops and implements Network workforce approaches to optimize manpower levels. Reviews draft regulations, standards or other guidance for their impact on the network's programs. Provides intensively researched, in-depth advice and forward-thinking strategies on all specialties. Utilizes HRIS systems for reports and the analysis and must have the ability to navigate the system and analyze the data regarding manpower and staffing requirements. Supports all phases of the strategic resource allocation process, to include program development, implementation, monitoring and evaluation. Applies advanced knowledge and expertise in the areas of planning, programming, budgeting, human resources and program integration, interoperability, and oversight to assist in achievement of strategic priorities. Provides technically accurate analysis and evaluation in order to develop justifiable, sound recommendations for resource allocation and conducts independent analysis to evaluate healthcare system requests for new or altered functions, positions, staffing standards or organizations and makes recommendations to leadership. Designs and produces analytical reports for evaluating programs and allocation of resources. Makes recommendations to senior management on efficient allocation of positions and salary dollars. Participates and collaborates in high level short-term and long-term planning activities at all levels. Determines the best approach or solution for resolving budget shortages and plans for long-range staffing needs. Communicates effectively with all levels of leaders, technical, professional, management, and administrative personnel. Develops network policy, directives, procedures, and instructions for current and long-range program requirements. Establishes criteria thresholds for reasonable performance and identifies early warning signs of staffing shortages and under/over resourced programs. Evaluates budget, HR requirements, and manpower forecasts of FTEE to carryout the mission of the entire network. Assists with the development of detailed project plans, goals, objectives, and timelines. Assesses workload, turnover and vacancy rates, costs and other human resource and financial issues. Develops and uses analytical tools and methods to evaluate program resources. Serves as a customer service representative to all facilities regarding their plans, development, and studies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For this GS-09 position you must have served 52 weeks at GS-07 For this GS-11 position you must have served 52 weeks at GS-09. For this GS-12 position you must have served 52 weeks at GS-11. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: Applicant must have at least one (1) year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the normal line of progression for the occupation in the organization. Applicants who have the one (1) year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Examples of creditable specialized experience include but are not limited to: auditing, reviewing, managing, and reconciling service organizational charts against the agency's position management system of record, HR Smart, and making necessary proposals to enable service, station, and network-wide position management accountability and compliance and making such changes in HR Smart. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least a a master's or equivalent degree; or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled. OR, Combination: Applicants may combine education and experience to qualify at this level. Applicants must possess equivalent combinations of specialized experience and education beyond one (1) full year of progressively higher level graduate education. Specialized Experience GS-11: Applicants must have at least one (1) year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the normal line of progression for the occupation in the organization. Applicants who have the one (1) year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Examples of creditable specialized experience include but are not limited to: auditing, reviewing, managing, and reconciling Service organizational charts against the agency's position management system of record, HR Smart, and making necessary proposals to enable service, station, and Network-wide position management accountability and compliance and making such changes in HR Smart; participating in a station or network's Resource Management Board/Committee and overall workforce strategic planning]. To qualify based on education for this grade level you must have at least a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. Applicants must possess equivalent combinations of specialized experience and education beyond two (2) full years of progressively higher level graduate education. Specialized Experience GS-12: Applicants must have at least one (1) year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the normal line of progression for the occupation in the organization. Applicants who have the one (1) year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Examples of creditable specialized experience include but are not limited to: serving as a consultant and advisory service to top management regarding their staffing resource allocation, organizational structure, and overall FTE management; providing critical advisory services and recommendations in relation to resource allocation, to include planning through actual delivery of services, allocation of positions and salary dollars; auditing, reviewing, managing, and reconciling service organizational charts against the agency's position management system of record, HR Smart, and making necessary proposals to enable service, station, and Network-wide position management accountability and compliance and making such changes in HR Smart; participating in a station or Network's Resource Management Board/Committee and overall workforce strategic planning). You will be rated on the following Competencies for this position: Analysis and Problem Solving Communication Critical Thinking Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
