About Management and Program Analyst

Summary Joining the Secret Service, Office of Protective Operations, Dignitary Protective Division or Office of the Assistant Director will allow you to provide technical guidance and advice to management in one or more specialized areas such as policy, strategy, and analytics to meet the agency mission. Responsibilities The selectee will serve as a Management and Program Analystin the Office of Protective Operations or Office of the Assistant Director. Typical work assignments include: Analyze data generated from agency systems and organize the information in the form of data dashboards, comprehensive reports, briefs, or presentations that informs managers of a solution or recommendation. Lead committees, task forces, or working group responsible for addressing systemic issues that impact program operations. Review technical or foundational documents such as policies, procedures, federal laws, or regulations. Provide technical guidance and interpretations that gauge whether organizational operations are in accordance with foundational documents. Qualifications You qualify for the GS-12 level (starting salary $99,200.00) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Coordinating information and plans for the measurement and improvement of program effectiveness; Serving on panels, committees, and working groups responsible for conducting analyses; and Presenting findings orally and in writing to management officials. You qualify for the GS-13 level (starting salary $117,962.00) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Planning and conducting evaluations of program operations, procedures, and organizational structures; Analyzing information and data to address operational requirements; and Developing and presenting recommendations to resolve problems of effectiveness and efficiency of program operations. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Career Transition Assistance Program (CTAP): This program applies to Federal service employees whose positions have been deemed surplus or no longer needed, or employees who have been involuntarily separated from a Federal service position within the competitive service.
