About Management Analyst

  Summary The position is located in the Health Care Business Department of the Resources Directorate at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The Captain James A. Lovell Federal Health Care Center is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries. Responsibilities The duties are substantially identical to those reflected in the PD at the target level. Work assignments are designed to introduce the incumbent to the full range of duties and responsibilities required at the full performance level and will always be working in conjunction with a senior analyst. As experience and knowledge in the position are gained and competency is demonstrated, the incumbent is relied upon to make more independent judgments and decisions. The incumbent of this position may be non-competitively promoted to the target grade of GS- 09 upon completion of the following requirements (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by the supervisor; and (c) completion of all OPM qualifications. Major duties include but not limited to: Assists the senior analyst in labor processing and data management and analysis support by collecting all DMHRSI military, civilian stay navy, contractor labor hour workload, PAID data. Assists the senior analyst in preparing detailed labor hour information to support the DSS processing and provider productivity programs. Maintain the DMHRSi crosswalk that is utilized to transfer DoD data to the VA system. Assists the senior analyst in training DMHRSI and Labor mapping to staff. Extract simple reports on productivity, manpower and financial information to be posted to the FHCC DSS share point for utilization by business managers, clinic manager, department managers and other analysts to reduce the requests for general information that is received. DMHRSi and Labor Mapping (75%) Provides labor processing and data management and analysis support by collecting all DMHRSI military, civilian stay navy, contractor labor hour workload, and PAID data. Prepares detailed labor hour information. Reviews and analyzes reports. Performs periodic reviews of data collection and recording methods, assuring work areas comply with the Department of Defense (DoD), BUMED, VHA, DSS and local directives concerning labor information. Designs and implements methods and documentation of training information as it relates to labor and work-hour reporting. Departmental Time Keeper and Directorate Business Manager with the management and execution of time keeping and establishing reportable hours by Medical Expense and Performance Reporting System (MEPRS) codes and Account Level Budget Cost Centers. Maintain the DMHRSI crosswalk that is utilized to transfer DoD data to the VA system. This will require working with other DSS staff members to keep up on clinic and organization changes, as well as the new fiscal year changes at the time of DSS conversion. Data Processing and Management (25%) Develop statistical and narrative data to report productivity, manpower and financial information to be posted to the FHCC DSS share point for utilization by business managers, clinical managers, department managers and other analysts. Collect space use information as part of the DSS process. Makes site studies and uses blueprints to verify data and assigns overhead cost based on space used. Assists other DSS staff members with simple audits and contacting staff, business managers, directors and department heads to determine facts regarding data anomalies. Qualifications This is an intermediate level GS-07, then progressing to the full performance position of Management Analyst (Defense Medical Human Resource System internet/Decision Support System), GS-0343-09 To qualify for this position, facility applicants must meet all requirements within (30 days) of the closing date of this announcement. All non-facility applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position: Administration and Management Data Management You may qualify based on your experience and/or education as described below: For GS-7: Education: 1 full year of graduate level education OR superior academic achievement Specialized Experience: 1 year equivalent to at least GS-5 For GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with managing large databases and publish extensive reports; Organizes formal analysis, work measurement, time standards, directives and record management, communications analysis timely; Research, compiles, and analyzes large amounts of raw information, find patterns, analyze trends, recommend and summarize information; Experience using various computer programs, including databases, spreadsheets, data visualization (tables, graphs, figures, charts, etc.), and integrated systems; Applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems. Obtaining information necessary to evaluate and analyze the issues and effectiveness of program operations in meeting established goals. Knowledge of systems redesign or equivalent programs. Working with basic statistical tools. Possessing knowledge and technical skill in the use of computers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
