  Summary This position is assigned to the Patrol Craft, Tenders, and Boats (PCTB) Division Boats Team at the Surface Acquisitions Logistics Center (SALC), Baltimore, MD. Responsibilities Patrol Craft, Tenders, and Boats Division has three primary functions: (1) support the Acquisition Directorate Surface Program in the delivery of logistics capabilities and requirements to include all elements of product support; (2) support the acquisition Program Managers (PMs) with the design, test, production, configuration, maintenance, and supply activities necessary to develop, prove, operate and maintain Surface Capability that achieves required Operational Availability within cost objectives; and (3) ensure each Asset acquired, applies standard systems engineering and integrated logistics processes governing life cycle support. The incumbent performs work involved in developing and implementing an integrated logistics support program for Surface Acquisitions. Must be able to obtain and maintain a Secret clearance. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing, establishing, and implementing agency-wide logistics policies and programs to ensure the Coast Guard receives supportable equipment, for all missions. Supporting the Acquisition Directorate Surface Program in the development of logistics documentation. Administer activities related to reviewing logistics deliverables for contract compliance. Conducting research and studies to identify the logistics program impacts and resource requirements of designated new, revised, or proposed programs or projects. Manage the development of Integrated Logistics Support products ensuring current policies, procedures, and tool-sets are used in development. Manage assigned projects acquisition to sustainment transition requirements and documentation. Serve as a Contracting Officer's Representative (COR) on assigned projects. Identifying existing or potential delays, problems, issues; and formulate alternatives for new initiatives Research and studies may involve technical issues such as: design influence, maintenance planning, technical data, and support (test, measurement, diagnostic) equipment. Ensuring policies, procedures and toolsets are coordinated and consistently implemented throughout development, documentation, and implementation of repeatable business practices that emphasize commonality across domains. Managing Effectiveness, Implementing Improvements, and Monitoring Implementation Plan, and managing execution of Acquisition Logistics to ensure all elements of logistics are addressed in a standardized manner, meet USCG objectives, and program performance thresholds. Assisting Acquisition Project in the development of life cycle cost estimates (LCCE) and the management of the logistics program to ensure LCCEs are met. Working closely with contractors, industry partners, program managers, and subject matter experts in an Integrated Product Team (IPT) environment to analyze and define activities and support efforts required to achieve support objectives and milestones. Assisting in establishment of and adherence to sound configuration management practices. Specialized Training Required: Applicants specialized training shall enable successful completion of (within 1 year)  Department of Homeland Security Life Cycle Logistics (LCL) level III certification.  Department of Homeland Security Program Manager (PM) level II certification.  Department of Homeland Security Contracting Officer’s Representative Level III certification. Ability to obtain and hold a Secret clearance is required. Qualifications Applicants at the GS-12 level must have one year of specialized experience equivalent to the GS-11 level in the federal service. Applicants at the GS-13 level must have one year of specialized experience equivalent to the GS-12 level in the federal service. Examples of specialized experience includes work that required: a knowledge of advanced concepts, principles, and practices in the supply support field of logistics management; a wide range of qualitative and/or quantitative methods for assessment and improvements of logistics program effectiveness or the improvements of complex logistics management processes and systems; a knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important logistics management operations; a knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the work of program accomplishments; and/or skill in planning, organizing and conducting team study work and to negotiate effectively with management to accept and implement recommendations. Experience with shipboard (HM&E or electronics) maintenance or life cycle support. Experience in and knowledge of Major System Acquisition practices, preferably in the domain of ship design, construction, and transition to sustainment. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
