  Summary The Learning Resources Officer (LRO)/DLO is located at VA Augusta Health Care System and executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines. In this role, the Chief, Learning Resources/DLO coordinates education for more than 3,000 employees. Responsibilities Major duties include but are not limited to: Plan and develop a broad staff education and development program, based on identified training needs and opportunities that meet the highest possible educational standards which are developed in a collaborative and proactive approach. Provide leadership and direction in aligning the spectrum of programs across the educational continuum (health professions training, staff education, workforce development) and employee life-cycle. Establishes and maintains effective relationships with all levels of medical center personnel and relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Planning, developing, implementing, directing, and evaluating both the overall Education/Workforce Development Program as well as the Veterans Health Education program. Directs and develops educational activities in the achievement of organizational goals and organizational learning transformation. Maintain strategic management and planning for education and development of all hospital staff, workforce and succession planning, cultural competency, employee satisfaction. Employs a variety of techniques to assess, analyze and verify training needs and establishes long and short-range goals. Participates in the strategic planning process, advocating for the development of a robust learning infrastructure. Develops and maintains a system for tracking educational activities, attendance, and participant satisfaction to ensure cost-effective programs. Conducts performance improvement studies. Possess advanced capabilities with various computer applications and software to include but not limited to, Talent Management System, Microsoft Office Suite, Social Media Platforms, LinkedIn Learning, Franklin Covey, and marketing software. Devises methods to improve systems for the coordination and promotion of locally sponsored educational offerings. Initiates and participates in studies designed to improve the quality of patient care through the use of targeted, competency-based staff education programs. Develops and maintains a system for tracking educational activities, attendance, and participant satisfaction to ensure cost-effective programs, the best use of resources, and meeting or exceeding VHA and VISN education performance measures. Proven background of close contact with top level management and key professionals to ensure administrative activities are met and there is proper utilization of resources at the local, VISN, and/or National level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position has an Individual Occupational Requirement (IOR)Basic Requirements: An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 1701 occupational series, applicants MUST possess one of the following: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. (transcripts required) OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above (transcripts required) In addition to meeting the Individual Occupational Requirement as listed above, applicants must also meet the Specialized Experience Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced knowledge and experience in the following: adult learning, education, and employee development including health professions learning and workforce development; educational theory, concepts, principles and methodologies used to design, develop and assess leadership development programs and training; conducting studies of work processes using analytical processes and techniques (quantitative and qualitative) to measure the effectiveness, efficiency, and productivity of educational and training programs; information management systems including database management and analysis; strong communication, interpersonal, and management skills. You will be rated on the following Competencies for this position: Education and Training: Knowledge of the concepts, principles, and theories of instructional methods such as teaching, training, research, making presentations, lecturing, and testing. Employee Development: Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Systems Thinking: Performs analysis that focuses on the way that a system's constituent parts interrelate and how systems work over time and within the context of larger systems; considers the whole system and recognizes links between everything from the complex network of global to departmental priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
