MassHealth is seeking qualified applicants for the position of Learning and Development Instructional Designer in the MassHealth Learning and Development Unit. The Designer will design and develop e-learnings, training guides, PowerPoint presentations, and other curriculum materials and communications to support the training of MassHealth Eligibility workers. The Designer will update existing MassHealth Operations training programs to align with adult learning principles, in response to Policy, System and procedural changes.The Designer will develop and manage e-learning courses within LMS. The Designer will collaborate with the Learning & Development team, Policy, Systems and Operations for the creation, vetting and deployment of training to meet current and future operational needs. * * _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Design and develop curriculum for Operations training using a variety of communication delivery methods including instructor-led training (ILT), virtual instructor-led training (VILT) and web-based training (WBT). Materials may include student outlines, handouts, facilitator guides, performance exercises, evaluations, activities, job aids and all other required artifacts. Evaluate existing courseware to measure its effectiveness and implement improvements. * Design and deploy e-learning modules in LMS. Manage updates and periodic review of existing e-learning modules. * Analyze training requests from MassHealth Policy, Systems and Operations teams.Develop a plan and timeline to create instructional design documentation; products may include, but are not limited to, instructional systems design and documentation, storyboards, narrative scripts, graphics, textbooks, tests, and scenario props. All designs shall adhere to the standards set by the ADDIE model. * Collaborate with Learning & Development Liaisons, Managers, and other members of the Learning & Development Team, in the development of curriculum, job aids, e-learnings and other content as needed. * Partner with Subject Matter Experts from Learning & Development and other internal departments to understand and translate complex policies, procedures, and systems from various internal sources into simple, understandable training and communications materials using plain language. * Participate in development meetings, UAT sessions, demonstrations, etc. to fully comprehend the impacts of initiatives and updates on worker training. * Format materials into department approved designs. _Required Qualifications:_ * At least 3 years of experience in training design (create, customize and find the right solution to engage and improve performance). * Proficient in Microsoft Office * Proficient in course authoring and publishing software * Excellent written and verbal communication skills. * Exceptional Time Management skills. * Ability to manage multiple projects simultaneously. _ Preferred Qualifications:_ * Strong relationship building skills. * At least 3 years of experience using Adobe eLearning Suite (Captivate, Articulate, Rise, Storyline, etc.) or similar e-learning development software. * Experience in LMS administration and management preferred. * Knowledge of MassHealth Policies and Eligibilities preferred. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.
