Responsibilities You will distribute assignments, inform team of projects, problems to be solved, actionable events, and milestones, program issues under review, and deadlines and time frames for completion. You will conduct one-on-one training, and answer employee s questions on procedures, policies, directives, etc. You will analyze requirements analysis guidance, directives, and policies to determine impact on programs and installations. You will conduct business case analysis to research and investigate new or improved business and management practices to apply to program and installation management. You will serve as a SME to support Resource Performance Management and/or Strategic/Business Planning Functions and provide related support to organizational leaders. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Applying qualitative/quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems to promote the efficiency of a Shore Installation Management (SIM) program; 2) Interpreting laws, regulations, policies, precedents and command goals and objectives to administer a SIM program; 3) Evaluating SIM programs to identify deficiencies or improprieties impacting organizational performance; 4) Developing broad, comprehensive management studies to identify/propose solutions to management problems which have no prior precedent; 5) Extracting and gathering data from a wide variety of complex and/or not readily accessible data sources; such as disparate program spreadsheets; and 6) Designing and maintaining spreadsheets and dashboards from automated programs (i.e. MS Excel, MS Access, PowerPoint, Word, MS Teams, or Power BI) to compile and organize data into usable formats for complex reports, charts, and graphs for management studies and organizational performance assessments. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. This position may be considered a virtual position that requires access to government facilities periodically (51 percent or more) per pay period. The incumbent may perform the required tasks at an off-site location. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
