Visit www.cdc.gov Responsibilities As a Lead Economist, you will: Provide national leadership on the application of epidemic and economic modeling methods, data, and principles to plan, coordinate, and conduct public health activities, in support of Immunization Services Division (ISD)'s mission. Serve as ISD's authoritative technical advisor on epidemic and economic modeling and policy evaluation, and all matters related to conducting health services and economic research to understand and address reasons for under vaccination and vaccine inequities across the lifespan. Direct research programs on epidemic and economic modeling and related health policy topics. Provide principal leadership and direction for designing research and evaluation plans utilizing the appropriate methodology and data to project epidemic outcomes and estimate the costs, benefits, and return on investment (ROI) of interventions, programs, and practices. Develop methods to project the epidemiologic and economic benefits of specific interventions and programs. Analyze and interpret the epidemiologic and economic impact of proposed interventions, policies, programs, and budgets. Requirements Conditions of Employment US Citizenship is required. This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. This Information will be required annually. Public Trust/Moderate Background Investigation (5) is required. Qualifications Continuation of Requirements: In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring. Basic Qualifications: A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: providing leadership and oversight on economics research and evaluation for immunization using applied economics methods; overseeing evaluation and policy analyses for prevention of diseases; and providing consultation and assistance in health economics or applied economics to support public health needs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
