POSITION SUMMARY
Under the supervision of the Lincoln County Landfill/Transfer StationOperator, the Transfer Station Employee is a part-time non-exemptposition under FLSA. This position performs semi-skilled work operatingthe Lincoln County Transfer Station. This employee is responsible forthe operation and maintenance of the transfer station, landfill andconstruction and demolition pit operations while complying with federaland state laws and regulations. This employee must be able to workindependently.
ESSENTIAL FUNCTIONS
Works with citizens and governmental entities regarding solid wastemanagement;
Assists the public with inquires regarding the transfer station andlandfill operations;
Responsible for assuring that the transfer station is open and operatingon Saturdays or in the absence of full-time staff;
Assures all equipment and machinery is kept in operating condition;
Weighs, inspects and records all loads of solid waste prior to disposal;
Assess charges and issues receipts;
Assists with maintaining county construction and demolition pit;
Maintains tree, brush and yard waste disposal area, white good disposalarea and tire disposal area;
Maintains landfill site in a neat and orderly manner.
MARGINAL FUNCTIONS
Burns brush and tree pile when weather conditions permit;
Cleans interior and exterior of building;
Assists with snow removal at the facility;
Constructs and repairs facility fences when necessary;
Assists with routine maintenance when necessary;
Attends and participates in training and educational sessions fordepartment employees;
Performs other duties as deemed necessary or assigned.

EXPERIENCE:
Lincoln County is willing to train employees. Employee is expected tohave acquired the necessary information and skills to perform the job ina reasonable manner within six months of employment.
EDUCATION:
High School Diploma or GED is required. A valid Kansas Drivers Licenseis required.
TECHNICAL SKILLS:
Knowledge of material, equipment, methods and practices essential to themaintenance and operation of a solid waste transfer station and yardwaste collection area are required. A basic understanding of KDHE rulesand regulations concerning solid waste and transfer station/landfills isrequired. Knowledge of equipment maintenance, ability to operateequipment, and basic mathematical skills are necessary. The ability toread and interpret manuals and follow solid waste management standards,regulations and outlines is required. This employee should have theability to be a self-starter, possess a strong command of the Englishlanguage and have the ability to communicate effectively. This employeeneeds to be able to adapt to changing technology.
PROBLEM SOLVING:
Some problem solving exists within this position. Problems this employeemay encounter include working with weather conditions and dealing withpublic concerns in regards to the refuse department.
DECISION MAKING:
Some decision-making is involved in this position. Decisions thisemployee may encounter include handling the separation and disposal ofincoming refuse.
SUPERVISION:
This employee acts under the supervision of the Lincoln CountyLandfill/Transfer Station Operator. This employee does not exercisesupervisory responsibilities over subor inate personnel.
FINANCIAL RESPONSIBILITIES:
This employee is responsible for county equipment and resources. Thisemployee does not participate in the annual departmental budget.
PERSONAL RELATIONS:
Daily contact with the general public, co-workers, and other departmentsis expected.
WORKING CONDITIONS:
Adverse working conditions exist within this position. Exposure to largeand small machinery and equipment, excessive noise, refuse odors, andall types of weather conditions are expected.
PHYSICAL REQUIREMENTS:
Work Level: Level 3, Medium Work. Applicant must attain a 2.5 score orabove on their Physical Capacity Profile. Manual labor including liftingand carrying heavy objects and operating machinery and equipment isrequired daily in this position. Examples include, but not limited to:walking, bending, kneeling, climbing on and off equipment, lifting andmoving objects weighting up to 50 lbs.
