Summary You will serve as a JOINT OPERATIONS PLANNER in the Future Joint Fleet OPS Branch (N334) of DIR, MARITIME OPERATIONS CTR, USFFC. TERM position NTE 4-years This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Responsibilities You will conduct planning and execution in support of Maritime Homeland Defense (MHD) operations in accordance with the Joint Operational Planning Process (JOPP). You will provide technical, operational, management and administrative support of the Future Operations Center (FOC) within the Maritime Operations Center (MOC). You will serve as principle advisor and subject matter expert to the Future Operations (FOPS) Branch Head. You will manage a variety of technical, managerial, operational and organizational issues ensuring the USFF/NAVNORTH MOC readiness to conduct crisis and deliberate planning and execution of MHD at the operational level. You will participate on, and when required directs and coordinate the efforts of the Operational Planning Team (OPT) and represents the FOP/FOC at Cross Functional Teams as required. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using project managerial practices, techniques and concepts regarding administrative/organizational structures, functions, operations, and procedures as relating to higher echelon /executive level entities, (e.g., DoD, CJCS, Combatant Commands, OPNAV, USFF/USNAVNORTH, naval subordinate Staffs), joint warfare planning and guidance; Utilizing a comprehensive project management methodology, (e.g., Joint Operational Planning Process (JOPP)), as a tool to provide technical, operational, management and administrative support, direction, and procedures in the development, review and approval of joint/service operations; Executing/implementing operational planning requirements and the processes for maritime and organizational component (e.g., naval forces and Navy Component), Commands assigned to the Geographic Combatant Commanders; Presenting conclusions and recommendations based on sound analysis and evaluation of Joint and organizational, (e.g., Naval), operational plans polices, experimentation and doctrine to higher echelon/governing, (e.g., USFF/NAVNORTH leadership; AND Preparing all forms of required (e.g., Naval), correspondence to include letters, point papers, messages, reports and evaluations. Experience directing a team to develop, create, staff, and deliver plans, briefs, and information, point or white papers and/or other naval correspondence to Flag Officer/Senior Executive Service (SES) level senior leaders. Experience directly formulating and writing naval messages, Fragmentary Orders (FRAGO), Operations Orders (OPORD), Execution Orders (EXORD), and Planning Orders (PLANORD). Experience researching U.S. Navy, Department of Defense (DoD), coalition partners' and competitors' technical and hardware capabilities, Tactics, Techniques, and Procedures (TTP), and patterns of life. Experience Analyzing reports related to Lessons Learned, maritime operations, military planning, and competitor capabilities. Experience utilizing online databases to determine blue force readiness, capabilities, locations, and availability. This position is covered by the Department of Defense Priority Placement Program.
