Summary You will serve as a SENIOR ENV PLANNER in the ENVIRONMENTAL BUSINESS LINE of NAVFAC NORTHWEST. This is an interdisciplinary position and will be filled by one of the following job series: 0020 - Community Planner 0401 - Natural Resources Specialist 0819 - Environmental Engineer 1301 - Physical Scientist Responsibilities You will provide consistency and high-quality documentation for planning projects for all customers in the geographic area of responsibility. You will provide technical direction for all services provided by the various directorates at NAVFAC SW, Assistant Regional Engineer (ARE) staff or Public Works Team with the main focus on planning-related issues. You will establish the project scope and criteria based on general policies and directives. You will approve changes to criteria or procedures when appropriate and may deviate from traditional methods in order to accomplish assigned duties. You will evaluate architecture and engineering construction projects to recommend and implement initiatives for improvements. You will compose technical reports for management providing updates on the status of master plans. You will develop and maintain project criteria, schedules, and budgets in conformance with project and customer requirements. Requirements Conditions of Employment Qualifications This position has a selective placement factor for those applying for the Environmental Engineer (0819) series that will be used to screen out ineligible candidates. The selective placement factor is: applicants must hold a current registration or licensing as a Professional Engineer (PE) in a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying planning criteria to execute and/or oversee Shore Infrastructure Planning, to include regional, installation and area development plans; 2) Applying knowledge of planning criteria, as well as master planning, facility planning, economic analyses, explosive safety siting, Asset Evaluations, Basic Facility Requirements, and space management; 3) Executing Project Planning Documents, such as Military Construction (MILCON) and Special Project planning documentation (DD Form 1391), Basic Facility Requirements (BFRs), Asset Evaluations (AEs), Facility Planning Documents, (FPDs), and economic analyses; 4) Providing technical references, guidance, training, and mentorship to colleagues and Public Works Department (PWD) staff; and 5) Completing Asset Evaluations, Basic Facility Requirements, Facility Planning Documents, MILCON and Special Project submissions using computer application software (e.g. Excel, FRAME tool, iNFADS, SFPS, WAWF, CPARS, AutoCAD, ECONPAK, ie FACMAN, and EPG). *NOTE: This experience must be fully and clearly supported in your resume to be considered. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants must meet the following basic education requirements for 0401 General Natural Resources Management and Biological Sciences Series: Successful completion of a bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR A combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Applicants must meet the following basic education requirements for 1301 General Physical Science Series: Successful completion of a bachelor's degree (or higher) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR A combination of education and experience -- education equivalent to one of the majors shown in above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Applicants for the 0020 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
