About Information Technology Specialist (SYSANALYSIS/APPSW/INFOSEC)

  Summary This position is located in the Office of the Chief Information Officer, Business Product Delivery Office. It will be assigned to one of several branches in either the Patent Product Delivery Division, Trademark Product Delivery Division, or the Enterprise Business Product Delivery Division. The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of Information Technology (IT) to support and improve the Agency's business processes. Responsibilities The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. Becoming a technical lead for product development and providing technical advice and guidance to product stakeholders throughout the IT Development, Security, and Operations process (DEVSECOPS). Serving as principal advisor to the designated System Owner on all matters involving the security and privacy posture of one or more products/information systems. Participating in special projects, serving as a project leader, as required and assigned. TW5R: Remote (TEAP-over 50 mile straight line distance from USPTO Alexandria, VA Campus) This position is eligible for fully remote work anywhere within the 50 United States, District of Columbia, and Puerto Rico. There is no reporting requirement. The duty station is the authorized telework location (typically your home address) and locality pay is adjusted appropriately. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210 (Alternative A) Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12. Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience developing software solutions using DevSecOps development methodologies and coding languages; and Experience modernizing and migrating legacy applications. In addition to specialized experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position requires the incumbent to work off-duty and unscheduled hours as necessary to restore systems to a normal or production-ready state. In accordance with DOC CITR-006 Appendix A, Information System Security Training for Significant Roles, Mapping of Significant Security Roles to Approved Professional IT Security Certifications, the selectee must obtain and maintain one of the professional IT certification listed in Appendix A for an ISSO within 180 days of appointment. Certifications include but are not limited to Comp TIA Security + CE (SEC+ CE), GIAC Security Professional, (GISP), GIAG Security Leadership (GSLC), ISC2 System Security Certified Practitioner (SSCP), ISC2 Certified Information System Security Professional (CISSP). Education Education may not be substituted for experience at this grade level. Additional Information Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band. This is a Public Trust position and has a risk level designation of "moderate". This is a Non Bargaining Unit position. All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice. Relocation Expenses are not authorized and will not be paid. CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
