  Summary The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. Responsibilities The DOL mission is to foster, promote, and develop the welfare of the wage earners, job seekers, and retirees of the United States; improve working conditions; advance opportunities for profitable employment; and assure work-related benefits and rights. This position may be assigned to any DOL Agency at any organizational level. This position serves as a senior Information Technology (IT) Specialist and subject matter expert (SME) in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing Agency-wide applications software. Provides authoritative advice and consultation to Agency senior officials on automated systems design and interface procedures and software to ensure that it meet the needs of the Agency and are consistent with the architecture of the Department. The incumbent of this position serves as an IT Specialist who is a Department of Labor technical expert responsible for planning and helping implement the project management process throughout each phase of software applications projects and product life cycles. Work assignments may apply to any DOL Agency. Performs any of the following duties. Advises applications development staff and user representatives in the agencies and offices to include vendors on highly complex or long-standing applications problems, system capabilities, liabilities, integrity, and utilization and program modification. Meets with and advises Agency and office executives, managers, and functional teams on the feasibility, planning for, development of new, or major modification or enhancement of systems; and collects and analyzes detailed user and data requirements and related information, data interrelationships, and environmental needs. Develops and implements Agency operating documentation and manuals necessary for implementation; participates in post-implementation reviews; and makes necessary adjustments to programs and systems. Evaluates the impact of new or proposed applications on the operating environment, assesses the feasibility of adopting new software design technologies within the current systems environment, and recommends changes to ensure the functionality and stability of the enterprise. Develops information and technical assistance in data definitions, search strategies, access methods, application architecture, record relationships, use of data, the integrity of data, and security and privacy of data. Develops technical and coding standards for native mobile application development throughout the enterprise to ensure long-term maintainability, security, high-performance, and power-efficient code. Manages multi-functional projects and leads teams in carrying out major operating systems projects - planning and overseeing work for the entire system life cycle phases to the online phase as well as planning and carrying out the most complex and difficult segments of major standardized applications projects, such as feasibility analysis and systems analysis and design. Performs other duties as assigned. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Information Technology Specialist (APPSW), as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes (must have at least one of the following): Developing various application systems, such as Appian, OutSystems, Salesforce, or ServiceNow. Using various programming systems, such as Java or .NET programming. Utilizing project management systems, such as Agile/SCRUM. Managing relational databases, such as Oracle or SQL Server. Operating data warehouse or data management technologies, such as Talend, Snowflake, ETL, ELT. In addition to the above, applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
