  Job Description

  The Department is looking for a highly motivated leader to serve as the Evaluation and Eligibility Bureau Chief within the Division of Special Education. This position will provide leadership and oversight for assigned program areas and staff.

  **Experience in PK-12 special education required.

  Responsibilities Include:

  Administer, supervise and provide leadership for the Bureau of Evaluation & Eligibility. Provide guidance, coordination and oversight for federal and state programs related to special education identification and eligibility determination including regulation, technical assistance, data and accountability. Work in cooperation with the Division leadership team to direct and evaluate programs provided to and by districts.

  Provide leadership and monitoring related to the ten standards by which students are identified and evaluated for special education under the Individuals with Disabilities Education Act (IDEA) and state law. Support work across the state implementing Iowa's eligibility standards.

  Provide general supervision over the administration of special education programs provided in the public schools and compliance monitoring procedures in state operated special education programs and Department of Human Services.

  Provide leadership, general supervision and monitoring of IDEA Part B and C statute and regulations over the educational programs provided to students with disabilities in public schools and state operated programs. Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the institutions and programs it oversees.

  Coordinate, support, supervise and evaluate bureau Administrative Consultants and Educational Program Consultants in their work in the Bureau of Evaluation and Eligibility. The position requires coordination of activities within the Department as well as public and private agencies serving children with disabilities and young children either directly or in an advocacy role.

  Work closely with the Deputy Director and Division Director on program needs, implementation issues and programs within the bureau. Provide guidance to Department policy and practice, and overall support needed for successful implementation and supervision.Direct the preparation of the budget for the bureau, approve the utilization of funds, assign funding priorities, and assure that program requirements are addressed through resource allocation.

  Support the Director and Special Education Deputy Director's priorities through performing other duties as assigned.

  This is a non-merit position with the Iowa Department of Education. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

  2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

  3) All of the following (a and b):

  a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

  b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

  4) All of the following (a, b, and c):

  a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

  b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

  c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

  5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
