Job Summary:
The Environmental Specialist – Water & Waste emphasis performs numerous compliance support activities across several environmental media but with an emphasis on water (wastewater and groundwater) and solid (industrial and hazardous) waste management. The Environmental Specialist – Water & Waste Emphasis oversees compliance permitting, reporting and recordkeeping associated with waste generated by refinery processes, wastewater processing, tank/equipment cleanout, spills, and contaminated soil excavation. This individual manages the removal of the waste from the refinery for transportation to and disposal at approved waste treatment/recycling facilities. The individual provides lead and backup for additional environmental services provided to the refinery and serves as a training resource. This position operates under the direction of and reports to the Environmental Department Manager.
Job Responsibilities:
Manage all Hazardous waste storage and make sure they are disposed of in a timely manner. This includes centrifuge waste, truck washout, paint wastes, spent catalysts
Oversee contractor centrifuge operation to coordinate waste generation/tracking and compliance assurance
Manage storage and disposal of all spent filters
Arrange for, label, ship and manifest all wastes including asbestos for offsite disposal and most spent catalysts.
Manage all waste barrels and totes, including washing RCRA clean and disposing
Lead the program for Universal waste (waste paint, all bulbs, aerosol cans, all and every kind of spent batteries, used IT equipment, used oil) storage and disposal
Audit offsite disposal locations (target once every 3 yrs)
Manage all material from cleanups of spills, any soil contamination including soil testing to original status and replacing with safe in-kind material
Serve as liaison with government agencies in follow-up to reported spills
Work with Turnaround team to plan for and then manage waste associated with turnarounds
Participate in Capital Project meetings to determine potential for waste generation (e.g., removal of contaminated soil)
Manage all waste barrels and totes, including washing RCRA clean and disposing
Oversee waste management documentation including online entry into TCEQ reporting system
Keep waste profiles up to date and renew as needed
Oversee preparation of the annual waste summary report
Assist with gathering and compiling information for Hazardous Waste Permit Renewal
Maintain annual RCRA certification
Review outside lab data to assure accuracy and identify compliance issues
Audit environmental compliance of wastewater operations
Prepare monthly wastewater discharge monitoring reports
Participate as department representative in HAZOPs, PSSRs and other safety-related meetings
Maintain spill response supply inventories
Serve as department lead on SPCC plan update
Perform periodic review of tank dike integrity and conformance to SPCC requirements
Provide SPCC training/refresher to affected employees
Provide universal and solid waste training
Conduct environmental awareness training
Maintain and update environmental contacts and response equipment information in the Emergency Response Action Plan
Plan and coordinate spill drills (field and tabletop)
Maintain updated Pollution Prevention Plan and submit annual progress report and Pollution Prevention Plan Executive Summary to TCEQ
Oversee recordkeeping for daily vacuum truck logs and charts for wastewater and flare pilots (API and truck loading dock)
Obtain proposals for alternate waste disposal options and maintain cost control within operating expense budget for waste management activities.
Other duties as assigned (note that these may include air quality support activities)
Required Qualifications – Education, Skills & Experience:
At least 2 years of related experience. Bachelor's degree in a related field or equivalent experience.
Preferred Qualifications – Education, Skills & Experience:
Four (4) or more years in a waste management role
Current on HAZWOPER 40-hr/8-hr refresher training
Experience in spill response
Familiar with waste disposal sites accessible from the Tyler area
Experience using asset management software (e.g., SAP)
Proficiency with tools for automated data collection and task management
Organizational Leveling:
