  Summary The position is established to provide instructions to Midshipmen in the Engineering Laboratories and the fabrication, installation, and maintenance of instructional equipment in the various Engineering laboratories used for the Engineering Education Program. Responsibilities As a Engineering Technician (Mechanical), you will: Instruct Midshipmen in various Marine Engineering Laboratories. Be responsible for the implementation of proper operation and safety procedures in the laboratories. Demonstrate knowledge of welding technology and welding instruction, welding methods in a classroom/laboratory environment. Be responsible for independent instruction and student evaluation for laboratory courses in the engineering laboratories. Provide support in various Engineering Laboratory courses led by faculty. The Ideal Candidate is a highly motivated, experienced professional mechanical technician who has experience providing instruction and maintaining equipment in an academic laboratory environment. The candidate will have experience in welding and machine shop operations, and have experience operating, installing and repairing complex instructional equipment. The candidate will have experience in various marine engineering environments, including diesel, steam, refrigeration, and others. Requirements Conditions of Employment You must be a U.S.Citizen and eligible for consideration. You must meet specialized experience to qualify. CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience in multiple types of welding methods in a laboratory environment or equivalent. Experience in the installation, operation, maintenance and repair of marine mechanical equipment such as pumps, valves, turbines, diesel engines, heat exchangers, control systems or equivalent. Experience in a machine shop environment including familiarity with operating lathes, vertical milling machines, grinders, drill presses, or equivalent. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Program Management: Responsible for the development and implementation of proper operation and safety procedures in the laboratories. Technical Knowledge: Knowledge of all phases of welding technology and instructing welding methods in a classroom/laboratory environment. Technical Program: Responsible for independent instruction, course development, and student evaluation for laboratory courses in the engineering laboratories. Communication: Supervision of work performed by others, including outside contractors. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Individual Occupational Requirements for series 0802 (for positions at GS-4 or equivalent and above): This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated.
