  The Role

  Oversees and manages various aspects of Aircraft Carrier Engineering projects to include cost, schedule, and quality objectives/metrics with the primary focus being RCOH contracts. The candidate will be required to create expenditure reports for the applicable Department Manager and supervisors and create and submit Labor Cost Transfers (LCTs) as needed. The need to support additional RCOH departments with spending analysis and progressing may be required. The ability to interface with different levels of the company and the government including Engineering, Program Offices, Planning, and Contracts and Pricing is required.

  Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.

  Must Have

  Bachelor's Degree and 10 years of relevant exempt experience; Master’s Degree and 8 year of relevant professional experience

  One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  NNS Apprentice School graduate

  Navy Nuclear Power School (NNPS) graduate

  Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  Military Paygrade E-5 or above military experience

  High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

  High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

  Nice to Have

  • RCOH experience

  • Strong understanding EVMS and LRM

  • Proficient in the Microsoft Office Suite

  • Understanding of schedule development and schedule management tools

  • The ideal candidate should:

  Be a self-starter and have experience in managing multiple and complex projects

  Be resourceful and have strong organizational skills

  Be able to multi-task various tasks with minimal guidance from management while maintaining first-time quality

  • The ideal candidate should be an excellent communicator with strong written and oral verbal communication skills, and have the ability to communicate well with individual contributors, peers, management, and customers both internal to NNS and external.

  • This position is intended to act as a lead and should have experience in doing so. The candidate should have the ability to manage and track schedules and progress as well as represent the team in meetings as well as briefing management with status updates.

  The candidate should have a strong understanding of Earned Value Management System (EVMS) and Labor Resource Management (LRM), and be proficient in SAP and Microsoft office suite tools. Skillset should include knowledge of formulas and pivot table development in Microsoft Excel. The candidate should be able to develop tools and processes for managing cost and schedule, and experience in monthly progressing for E63 RCOH Ship Work Line Item Numbers (SWLINs) is a must. The candidate must be able to provide cost variance analysis for SWLINs that show an unfavorable variance. The candidate should have experience in tracking product schedules across the division to include drawings, Inspection Reports (IRs), and scopes. The successful candidate should have strong communication skills, be a self-starter, and have the ability to develop and implement progressing methodologies for the departments that are supported.
