  Under supervision, the Human Services Agency Employment & Training Specialist II provides services to clients of various socioeconomic background who may have serious barriers to employment. These services include case management, implementation of individual training, Welfare-to-Work Plans, and monitoring clients’ progress. The incumbent may perform entry-level work in the areas of program monitoring and operations, evaluation and planning, contract preparation and administration, and special employment related projects.

  ESSENTIAL DUTIES AND FUNCTIONS 

  According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  Manage caseloads and perform case management services, which include developing and implementing training and employment plans, determining eligibility for benefits and services, and monitoring client progress, as required.

  Evaluate clients’ educational background and work history; identify training and vocational goals; design individualized plans in collaboration with clients.

  Interview clients regarding economic, family, physical and emotional situations, assess need for services and refer client to appropriate resources.

  Explain programs, qualification standards, policy and procedure to clients. Assist clients in completion of application, forms, and reports; review and evaluate forms for completeness and accuracy.

  Apply legal criteria to determine eligibility; provide recommendations regarding financial eligibility for assistance programs; determine eligibility and grant amount

  Prepare and update case records; submit required reports.

  Conduct orientation sessions to explain relevant policies, procedures, regulations, and requirements of the program to new clients and the public.

  Authorize support services such as transportation and childcare. Refer clients to other agencies according to established policies, coordinate service with public and private agencies and community resources.

  Serve as client advocate; provide emergency, crisis, or general intervention for client; investigative and resolve client problems.

  Prepare case narratives, reports, correspondence, and other documentation; compile technical data.

  Education: Possession of a baccalaureate degree from an accredited college or university;

  AND

  Experience: Two (2) years public contact experience including interviewing to obtain information;

  AND

  License and Certification: Some positions may require possession of, or ability to obtain, an appropriate, valid California driver license.

  Substitution: Additional qualifying experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter unites equal one year.

   

  Special Condition – Bilingual Proficiency: Some positions may require bilingual fluency in a variety of languages depending upon the department’s bilingual needs. Only those eligible candidate who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.

  Selection Procedures:

  Multiple Choice Examination (Weight: 100%)

  Candidates who meet the minimum qualifications will be invited to take a multiple-choice exam. The multiple-choice exam will be administered either on a computer or a paper format. The type of format will depend on the size of a qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The exam will measure essential knowledge, skills, and abilities in job-related areas which may include, but not limited to: ability to learn and apply the principles and procedures of record keeping to maintain client records; communicate effectively orally and in writing to persons of various social, economic, cultural and educational backgrounds individually or in group settings; motivate clients towards job readiness; learn and teach general job search methods; use of system applications, e-mail, spreadsheets, and word-processing software.

  The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

  Note: A passing score must be achieved on all examination components in order to be placed on the eligible list. The hiring department may administer additional position-specific procedures to make final hiring decision.

  After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

  Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

  Eligible List/Score Report:

  A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

  The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
