A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Office of Human Resource Strategy, and Planning andHuman Capital Research. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs a wide variety of economic studies to evaluate policies affecting the organization's interests and to defend feasible alternatives. This involves analyzing long-range effectiveness associated with the issues and resulting recommendations and their relationship to the mission and strategic goals of the IRS. Provides senior management with analyses of problems and authoritative economic advice on important decisions, which must be made under condition of uncertainty, such as changes in the future economic and demographic environment or technology, or changes in managerial priorities. Identifies areas where current program policies are lacking, insufficient, or in conflict with other existing policies. Prepares directives, memoranda, Service-wide policy statements and other written guidelines. Serves as a key catalyst in the adoption and implementation of policy proposals developed. Using computers and appropriate software, conducts trend analysis and econometric research and modeling, constructs and manipulates models of alternative proposals to determine the efficacy of proposed policies and procedures. Prepares written narrative and/or briefing materials explaining the methodology used and supports recommendations derived from the analyses. Written material concerning proposals and recommendations may be presented to high-level management and used by the highest levels of IRS management in discussions with Treasury, OMB, GAO, and Congress. Requirements Conditions of Employment Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240)) Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/ (https://www.irs.gov/individuals/get-transcript) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS. Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies. The Fair Chance to Compete for Jobs Act prohibits the Department of Treasury and its bureaus from requesting an applicant's criminal history record before that individual receives a conditional offer of employment. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-07 QUALIFICATIONS: In addition to the basic requirements above, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes; Experience applying basic knowledge of methods and principles of economics to research projects; applying knowledge of research and study design and administration processes to the presentation of conclusions of limited projects. Experience utilizing current research procedures and basic techniques to perform research; developing, analyzing, and presenting statistical information and recognizing and adopting new techniques to fit the needs of research projects. Knowledge of human resources policies and systems applicable to the area of responsibility; knowledge of the types of economic and statistical programs conducted in Federal agencies or other organizations and their usefulness in evaluating or completing research projects. Skill in oral communications and descriptive report writing. OR You may substitute education for specialized experience as follows: One (1) year of graduate level education from an accredited college or university in economics. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify with a combination of qualifying education and experience. GS-09 QUALIFICATIONS: In addition to the basic requirements above, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience applying professional knowledge of methods and principles of economics to research projects; utilizing knowledge of statistical principles and practices and current research procedures and techniques to develop, analyze, and present statistical information. Knowledge of human resources policies and systems applicable to the area of responsibility; knowledge of the economic significance of the information reported on human capital documents and the impact of proposed policy changes on research projects; knowledge of the types of economic and statistical programs conducted in Federal agencies or other organizations and their usefulness in evaluating or completing research projects; and knowledge of computer programming languages and statistical software packages. Skill in oral communications and descriptive report writing. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in economics. OR Two (2) full academic years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in economics. OR You may qualify with a combination of qualifying education and experience. GS-11 QUALIFICATIONS: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience applying professional knowledge of methods and principles of economics to research projects. Skill in developing, analyzing, and presenting statistical information and recognizing and adopting new techniques to fit the needs of research projects. Experience with research and study design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions. Knowledge of human resources policies applicable to the area of responsibility and knowledge of human capital data systems, the data elements contained in them, and how they can be used to conduct research; knowledge of the economic significance of the information reported on human capital documents and the impact of proposed policy changes on research projects; knowledge of the types of economic and statistical programs conducted in Federal agencies or other organizations and their usefulness in evaluating or completing research projects; and knowledge of computer programming languages and statistical software packages. Skill in oral communications and descriptive report writing. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in economics. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in economics. OR You may qualify with a combination of qualifying education and experience. GS-12 QUALIFICATIONS: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience applying comprehensive professional knowledge of methods and principles of economics to research projects. Skill in developing, analyzing, and presenting statistical information including various statistical data produced by Federal agencies or non-Governmental organizations and using the data to evaluate assigned programs; recognizing and adopting new techniques to fit the needs of research projects and preparing comprehensive reports necessary for the successful completion of assignments. Experience with research and study design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions. Knowledge of human resources policies applicable to the area of responsibility and knowledge of human capital data systems, the data elements contained in them, and how they can be used to conduct research; knowledge of the economic significance of the information reported on human capital documents and the impact of proposed policy changes on research projects; knowledge of the types of economic and statistical programs conducted in Federal agencies or other organizations and their usefulness in evaluating or completing research projects; and knowledge of computer programming languages and statistical software packages. Skill in oral communications and descriptive report writing. GS-13 QUALIFICATIONS: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience applying comprehensive professional knowledge of methods and principles of economics to research projects. Skill in developing, analyzing, and presenting statistical information including various statistical data produced by Federal agencies or non-Governmental organizations and using the data to evaluate assigned programs; * The reminder of the Specialized Experience will be posted on How You Will Be Evaluated. * Education For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Monday- Friday- 6:00 a.m.- 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
