  The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Accountant V BWR Fiscal and Operations. This position will be located at 100 Cambridge Street, Boston, MA. Under the direction of the Director of Planning and Support for the Bureau of Water Resources (BWR), the Accountant V will provide financial accounting, fiscal analysis and administrative support to BWR, particularly with processing encumbrances and accounts payable functions in the Massachusetts Management Accounting and Reporting System (MMARS); assisting program staff with the development and management associated with Requests for Response (RFR), Requests for Quote (RFQ), and Requests for Information (RFI) for procurements; and posting solicitations in the Commonwealths web-enabled eProcurement system, COMMBUYS. BWR’s financial operations involve state funding, federal grants, capital funding, trust accounts, contracts and interagency service agreements. Each funding source is governed by its own rules and regulations, and different levels of oversight are required to ensure that BWR is in compliance with regulatory, fiscal, and programmatic requirements. The incumbent will assist with the development of internal controls, policies, processes and procedures that ensure compliance with all applicable requirements and provide related training and technical assistance to BWR staff. The incumbent will implement and continually improve the quality of the processes and systems needed to support BWR's objectives, while ensuring compliance with all financial and spending requirements. Specific duties of this position include, but are not limited to: 1. Ensure MMARS transactions are processed in accordance with state finance law and the Office of the Comptroller’s policies; 2. Request quotes and process orders via the Commonwealth's eProcurement system: COMMBUYS; 3. Ensure the Encumbrance Request Form (ERF) is completed properly with the appropriate budget detail needed for encumbrance; 4. Ensure all procurement files are complete and in accordance with state purchasing regulations, policies and procedures; 5. Work with BWR staff to ensure all invoices are processed in accordance with Commonwealth bill paying policies; 6. Establish professional business relationships with the vendors on statewide Master Agreements; 7. Maintain a working knowledge of the Operational Services Division’s policies and guidelines regarding procurements and statewide Master Agreements; 8. Run queries utilizing the Commonwealth’s Information Warehouse; 9. Provide support and guidance to BWR staff relative to procurements, grant applications and related contract proposals to ensure proper implementation and grant administration; 10. Review and process invoices, procurements, and encumbrance documentation on a timely basis; 11. Prepare and update spreadsheets and financial reports; 12. Review submitted reports to ensure accuracy, complete financial disclosure, and compliance with established standards and requirements; 13. Maintain supply inventory levels appropriate for BWR’s needs; 14. Assist in development and documentation of business processes and standard operating procedures; 15. Confer with agency personnel and outside agencies by telephone, in writing or in person to resolve accounting discrepancies and/or obtain statistical data and documentation for various reports and/or projects; 16. Prepare, monitor, evaluate, and recommend internal controls and compliance requirements; and 17. Develop training sessions and train staff on purchasing and fiscal document processing. Preferred Qualifications and Experience: - Working knowledge of the principles and practices of accounting - Ability to analyze and determine the applicability of accounting data, to draw conclusions and make appropriate recommendations - Ability to read and interpret financial reports, solicitations, bids, contracts, and financial policies - Ability to prepare general and financial reports - Experience with fiscal, accounting, procurement and contracting functions - Proficiency with Microsoft Office products, including Excel, Access, Word and Outlook - Highly organized and comfortable learning and working with a variety of systems, both electronic and paper - Ability to handle multiple tasks, often with competing timelines - Strong written and verbal communication skills - Highly competent using and manipulating spreadsheets for financial tracking, analysis and reporting First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in accounting or auditing, of with at least (B) three years must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
