Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:A bachelor’s degree* and five years of experience in diversity and inclusion, equal opportunity, or human rights. Two years of the experience must have been at a supervisory level.Qualifying experience includes work with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members; and human resources or labor relations experience directly related to diversity and inclusion.Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You must pay the required evaluation fee.COMPETITIVE MINIMUM QUALIFICATIONS:52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent-permanent, or 55 B/C service in a title equated to M-1/G-25 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.The minimum qualifications for NCP appointment are: One year of permanent, contingent-permanent, or 55 b/c service as a Diversity & Inclusion Specialist 2.PROVISIONAL QUALIFICATIONS:Based on the results of the canvass of the current eligible list for the Diversity & Inclusion Specialist 3 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. Duties Description The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the career centers. The Diversity & Inclusion Specialist 3 will perform the full range of activities described below in addition to assisting and developing, analyzing, and monitoring diversity and inclusion, and equal opportunity initiatives. Duties include but are not limited to:• Supervising and oversight of organizing outreach and recruitment activities and publicizing employment opportunities to increase diversity and inclusion; providing expert advice to internal and external customers on diversity, inclusion, and equal employment opportunity issues.• Administering the development and implementation of diversity and inclusion plans for assigned state agencies, including the evaluation of agency progress in meeting objectives, and recommending any corrective action.• Supervising and evaluating staff performance; determining training needs; and counseling individuals about performance standards and how to meet them, and working with the Director in implementing the findings of these reviews.• Oversight of the performance of periodic review of disability/reasonable accommodation plans to ensure agency is adhering to its commitments; and reposting on agency disability/reasonable accommodation compliance in accordance with the Americans with Disabilities Act, as well as reviewing request for reasonable accommodations and providing guidance to agency Designees for Reasonable Accommodations (DRA’s).• Reviewing proposed legislation or programs related to merit system activities to assess their impact on diversity, inclusion, and equal employment opportunities; and making appropriate recommendations. • Attending Scope/Pre-scope conferences to ensure that affected state entities are incorporating best practices for recruitment/outreach activities for positions that are deemed to be underrepresented.• Attending meetings with community groups, businesses, employee organizations, professional organizations, and others to explain and promote diversity and inclusion.
