About Program Analyst

Summary This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. As a/an Program Analyst, you will: Review and analyze legislative proposals based on the Department's overall goals and program needs to ensure that there is no negative impact of such legislation on existing multifamily housing policies or legislation. Prepare and present written reports or oral narratives to the Office Director, DAS for Multifamily Housing Programs, or other officials regarding proposed legislation, regulations, or procedures that have impact on multifamily housing programs. Develop program policies, in consultation with the affected Offices, in areas where the issues are not primarily within the jurisdiction of a single program office. Analyze program and policy options in the field of Multifamily in coordination with MF program offices; develops option papers for use in making policy decisions. Review new or pending legal, regulatory, or procedural directives that involve multifamily housing programs to determine its impact on related programs, existing procedures, current staff, and readiness for implementation. Requirements Conditions of Employment Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. This one vacancy may be filled in any of the following duty locations: Atlanta GA Jacksonville FL Key Requirements: Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Applying advanced analytical and evaluative techniques to research and gather information, sufficient to accomplish program functions; AND - Developing solutions to problems and issues related to Affordable housing programs; AND - Consulting with, and providing technical assistance to internal stakeholders on a variety of affordable housing related technical matters. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
