Minimum Qualifications CURRENT STATE EMPLOYEES:Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6 or 70.4 of the Civil Service Law.70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists. Duties Description The incumbent will report to the Disaster Recovery Hazard Mitigation Projects Unit. Duties included, but not limited to:• Maintain knowledge of applicable (and new) State and Federal laws, rules and regulations relating to mitigation projects and HMA programs and present to planning staff and stakeholders. • Assist the preparation of grant announcements, application packages, ranking tools, and other materials to support the administration of hazard mitigation grant programs. • Monitor and track multiple mitigation awards from all HMA programs, financial information, and any issues from start through project completion and make recommendations to supervisor and senior staff as necessary to develop new strategies and priorities to enhance program effectiveness. • Review FEMA Requests for Information (RFIs) and work with sub-applicants to fulfill requests and submit back to FEMA for their final review.• Review sub-applications for completeness and to ensure all FEMA program eligibility requirements are met for sub-application submission for potential funding.• Research current recovery concepts, current program guidance and administration functions and provide findings to local, regional, and state entities.• Manage approved projects to include initial kick-off meetings, preparing contract agreements, reimbursement requests, quarterly reports, time extension requests, scope of work modifications, standard correspondence, and closeout reports.• Coordinate and schedule all site inspections with technical staff and sub-applicants.• Assist the delivery and production of presentations, briefing and webinars to all eligible mitigation sub-applicants throughout the state.• Perform other duties and special projects as required. NOTE:• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
