Position Summary The selected applicant for this position will be assigned to the Project Development Design Section. They will function as a Design Team Leader and will be responsible for preparing and reviewing plans, specifications, and cost estimates for roadway and bridge projects within the advertising program. In addition to the minimum entrance requirements for this position it is preferred that candidates have experience in the area of highway design including design of roadway reconstruction, intersection improvement, and resurfacing projects. They should have knowledge of MassDOT highway and bridge standard specifications and estimating procedures and be experienced in the use of Civil 3D highway design and drafting software. Duties & Responsibilities include: * Direct supervision of technical and professional staff involved in the preparation and/or review of plans to ensure compliance with MassDOT design standards, policies, and directives. * Prepares and/or reviews plans, specifications, and cost estimates for engineering projects. Project types include roadway relocation, widening, major intersection or reconstruction projects, box culverts, retaining wall structures, etc. Plans include Construction Plans, Right of Way Plans, Environmental Impact plans and other contract bid documents. * Prepares reports, attends public hearings and meetings, maintains records, liaisons with other DOT sections, government agencies, public groups, and performs related work as required. * Instructs others and performs engineering calculations related to Drainage Design, Storm Water Treatment, Highway Geometry and Retaining Wall Systems. * Prepares and reviews Functional Design Reports and Design Justification Reports. * Participates in the planning, design, and technical review of municipally designed projects. * Devises and implements alternate design modifications to resolve problems as they occur. * Maintains a working knowledge of Environmental regulations (State and Federal) to ensure projects are designed to minimize environmental impacts and conform to all applicable regulations. * Evaluates employee performance in accordance with the EPRS System. * Other duties as directed. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hiredto the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (lessapplicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successfulcompletion of the employee’s probationary period. Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
