The Florida Department of Veterans’ Affairs (FDVA) seeks to hire a talented and dedicated individual who shares our commitment to excellence. MINIMUM REQUIREMENTS

A Bachelor degree or higher from an accredited college or university in public administration, legal studies, or a related field -OR- at least five (5) years’ experience with research, analysis and project management

Proficiency in the use of computer applications to include Microsoft Office Suite (Excel, Word, Outlook) and Lobbytools.

Ability to establish and maintain effective working relationships with others.

Ability to communicate effectively, both verbally and in writing.

Ability to understand and apply applicable rules, regulations, policies, and procedures.

Ability to determine work priorities and ensure proper and timely completion of work assignments.

Ability to register as a Florida lobbyist and represent FDVA before legislative branch.

Successful completion of a Level II Criminal Background Screening and due diligence process.

PREFERRED QUALIFICATIONS

Knowledge of State of Florida rule making procedures and processes.

Knowledge of Florida legislative process, especially the administration and legislative budget process.

Familiarity with general records schedules and procedures and processes for Public Records requests

Experience communicating with government officials, legislative staff, regulatory agencies and community organizations.

Experience representing an organization in outreach efforts.

POSITION DESCRIPTION

Legislative

Establishes and maintains good working relationships with key personnel in legislature; executive branch; federal and state regulatory agencies; and with representatives of other organizations that represent or impact Florida veterans. Act as liaison between the Department and members of the Legislature, Cabinet, stakeholder groups and respective staff. Responsible for assisting with the development, coordination, and communication of the Department’s legislative and budget priorities. Coordinates the Department’s implementation of statutory changes, budget and proviso language directives.

Assists the Director of Legislative Affairs with research and development of the Department’s budget requests and appropriations.

Facilitate timely and accurate responses to request for information from the Legislature, staff and constituents across the state. Coordinate and manage high-priority projects involving numerous key parties. Attend and represent the Department in Legislative committee meetings. Track, monitor and coordinating bill analysis for legislation of potential impact to the Department. Stays abreast of legislative activity with the potential to impact the Department; makes recommendations for appropriate Department response. Drafts correspondence or directs the development, analysis and department response to legislative and other initiatives impacting veterans, dependents, and their survivors. Monitors, reviews and analyzes legislation impacting the Department and State of Florida veterans.

Research

This is a professional level position responsible for conducting management reviews, data analyses, ‎research, impact analyses, communicating with stakeholders, program tracking, reviews and ‎surveys. The incumbent serves as manager for projects and contracts, as assigned by the Chief, ‎Bureau of Information and Research, or, Legislative Affairs Director, and/or Executive Director. Researches and prepares statistical information in support of Agency outreach, veteran related initiatives and ‎programs supported by the Agency. Assists and represents the department in activities that promote the department's mission and goals, including veteran research and demographical surveys and analysis. Supports Department approved veteran outreach programs and initiatives to include but not limited to: Florida Veterans Hall of Fame support; Veteran Service Organization Statewide Meetings; Florida Veterans' Council; etc.

Manages and responds to Public Information Requests on behalf of the Agency and responds to general requests ‎from stakeholders for internal data to the department as well as externally.‎ Respond to general requests for information and data from stakeholders. Researches and disseminates information on constituent, legislative, and cabinet matters and supports associated meetings as required.

Performs other activities on a timely basis, as assigned by the Executive Director, Deputy Executive Director, Chief of Staff, or other Agency Senior Director. Performs other related duties as assigned.

The Deputy Legislative Affairs Director should possess the following personal characteristics:

+ + Must possess the ability to establish and maintain effective working relationships with the Legislative branch, board members, commission members, and associates.

Embody a high level of integrity, work ethic and discipline.

Possess a drive for excellence, improvement, and efficiency.

Proficiency with Excel and databases used in the legislative budget request and appropriations processes.

Must be able to work well in a team environment.

Political astuteness, with an ability to grasp relevant issues and understand relationships, potential conflicts between stakeholders and possible solutions for resolution.

Excellent written and oral communication skills.

Excellent skills in planning, coordinating, and organization of administrative functions.

Ability to represent the Department in a clear, effective, and compelling manner.

Established rapport and credibility

Ability to prioritize, plan and execute multiple, complicated and continuing assignments in a timely manner
