  The Army Platform Department (N217) is seeking a technically deep and operationally oriented Department Chief Engineer to provide technical leadership across a broad sponsor base that includes many of the Army’s critical modernization priorities and staff members who are geographically dispersed. Key sponsors of the Department work program include PEO Missiles and Space and PEO Aviation (Huntsville, AL), PEO Ground Combat Systems and the Ground Vehicle Support Center (Ann Arbor, MI), JPEO Ammunition and Armament (Picatinny Arsenal, NJ), Army Test and Evaluation Command (Aberdeen Proving Ground, MD) and JPEO Chemical, Biological, Radiological and Nuclear Defense (Edgewood, MD). The work programs leverage a diverse set of technical disciplines from within the Department and across the corporation to maximize our impact in solving some of the Army’s toughest modernization challenges in the areas of Agile software development, Cyber resiliency, directed energy, digital engineering, autonomous systems, and command and control.

  Job Description:

  The Department CE is responsible for strengthening and re-enforcing the “technical pillar” of MITRE’s Good Growth Strategy by ensuring the department’s delivery of innovative high-impact/high-quality solutions for our sponsor’s critical mission problems. The Department CE ensures these solutions are exemplars of MITRE’s FFRDC Differentiated Value and Culture and is responsible for the quality of department products and processes by developing and leading assessments to track and ensure high quality in all technical aspects of department operations. The Department CE will lead department staff in the development of innovative methods and products across a breadth of technical disciplines. The Department CE reports to the DM but also receives technical guidance from the Division Chief Engineer. Duties include:

  Growing our Work

  The Department CE has the responsibility for ensuring the delivery of high impact / high-quality solutions that “Solve Big Problems” and “Expand our Impact” in the following areas:

  Provide thought leadership to the application of innovative methods, solutions, and capabilities to our direct work program.

  Plan, develop and execute internal research and development efforts through MITRE Innovation Program (MIP) engagement.

  Assist the Division CE, in the execution of mission value chain (MVC) and technical quality processes.

  Advise DM/PLs on opportunities to better shape/align our technical work to the most critical sponsor priorities and mission challenges in a manner that maximizes our impact.

  Engage with PL/Product teams throughout the product lifecycle (definition – execution – transition) to ensure achievement of successful mission outcomes. The Department CE will assist PLs/Product Teams in:

  Bringing the whole of MITRE, including MITRE Platforms, MITRE Labs/Innovation Centers/MIP to bear in executing the work program.

  Identifying external technical reviewers for Key Products and monitoring the execution of technical review of these products throughout the product lifecycle.

  Identifying and mitigating project execution risks.

  Sponsor engagements to shape the work and influence decisions through data driven recommendations.

  Assist the department manager in developing staff and planning infrastructure investments.

  Grow Our Team

  The Department CE has the responsibility for improving our “Top Talent”, “Strategic Partners”, and “Innovative Leaders” in the following areas:

  Establish critical strategic partnerships with MITRE Labs/Innovation Centers.

  Assist the Division CE, engaging with the MITRE Scalable Platforms and MITRE Innovation Program (MIP). Bring these corporate investments to bear within the Department. Collaborate with department staff, to cultivate MIP ideas and promote active participation in the MIP program.

  Advise the DM and GLs in critical or strategic hiring decisions. Serve as trusted consultant to identify strategic hiring needs and evaluate talent.

  Develop technical training opportunities and mentoring initiatives. Advocate for training and work experience that challenge staff to learn and grow.

  Identifying key mentors for technical staff and serve as role model for those pursuing a technical career track.

  Grow Our Organization

  The Department CE has the responsibility for improving our “brand and reputation”, and “sharing our knowledge” in the following areas:

  Share our knowledge and capabilities by championing department’s intellectual contributions to the enhancement of Scalable Platforms.

  Encourage technical staff participation involvement in external publications, technical conferences, and professional societies to “share our knowledge” and enhance MITRE’s brand.

  Responsible for quality of department products and processes. Leads assessments to track and ensure high quality in all aspects of department operations.

  Responsible for ensuring the Department’s products are archived in a manner that is discoverable across MITRE.

  Ensures staff are highly collaborative with other projects, departments, divisions, sectors, and external organizations to maximize sponsor impact.

  Assist the PL/project team, in capturing compelling impact & transition stories

  Required Qualifications:

  A Bachelor’s Degree in Computer Science, Electrical Engineering, or related field as well as 12 years of relevant experience; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  Demonstrated technical expertise in one or more of the following areas: Autonomous Systems, Software Engineering, Mechanical Engineering, Energy Systems, and Modeling and Simulation.

  Excellent verbal and written communication skills along with the ability to articulate complex concepts and topics to sponsors and staff.

  Demonstrated ability to work well in collaborative and dynamic environments that foster innovation in areas that provide enhanced capabilities to MITRE’s sponsors.

  Technical leadership demonstrated by proven experience in successfully leading diverse teams to accomplish significant technical outcomes and deliver data driven products to our sponsors.

  Demonstrated excellence in Systems Engineering.

  Demonstrated excellence in Artificial Intelligence/Machine Learning.

  Knowledge and experience with MITRE’s Mission Value Chain.

  Demonstrated leadership skills.

  Demonstrated ability to develop and mentor junior staff.

  Possess the ability to define outcomes and work plans for complex projects or programs.

  Possess and maintain an active Secret level security clearance. Must be eligible to obtain Top Secret/SCI clearance

  Preferred Qualifications:

  A Master’s Degree or PhD in Computer Science, Electrical Engineering, Artificial Intelligence, or related field as well as 15 years of relevant experience

  Demonstrated technical experience in two or more of the following areas: Autonomous Systems, Software Engineering, Mechanical Engineering, Energy Systems, and Modeling and Simulation.

  Experience in engaging and influencing the MITRE Innovation Program.

  Experience working in and understanding of the Army Domain.

  Demonstrated experience leading a large project or a portfolio.

  Proven track record of partnering with external organizations, including with the government, academia, and industry to deliver capabilities that meet operational needs.

  Experience in shaping the workforce and skill mix to develop staff and select high quality hires.

  Understanding of Army operations, organizational constructs, priorities, and missions and how technology can be utilized to develop capabilities to advance Army combat advantage.

  An existing, active Top Secret clearance
