About BUSINESS SERVICES SPECIALIST

  Summary This position is located within the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA), Rhode Island State Office. The incumbent performs a wide variety of duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities of the State or Area office and the NRCS. Responsibilities Provide support and guidance to the organizational component and its leadership team in planning, coordinating, evaluating, and reporting on a variety of business operations and locally-based administrative services. Coordinate procurement and purchasing functions for the organizational component. Function as the Freedom of Information Act (FOIA) Officer for the organizational component. Receive, review, and determine action needed to log and respond to FOIA requests; prepares or coordinates responses. Coordinate various facilities services, space issues, and property management for the organizational component. Provide responses to standard and ad hoc requests for reports and other information and materials from national headquarters, the National Service Delivery Teams, the Department, partners, and external stakeholders. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-9 Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service that included: Utilizing office automation tools such as computers, software programs, and other office equipment to complete reports and other work; Supporting program and leadership teams in performing, coordinating, and reporting on a variety of administrative services; AND Suggesting possible recommendations or process changes to solve administrative problems. OR Substitution of Education in lieu of Specialized Experience: Possess two years of progressively higher level graduate education leading to a Master's degree or Master's or equivalent graduate degree in business, accounting, finance, or other directly related field (NOTE: You MUST submit supporting academic transcripts.) OR Combination or Education and Specialized Experience: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Note: Only graduate level education beyond the first year or 18 semester hours may be combined with specialized experience.) You will receive credit for all qualifying experience, including volunteer experience. However, promotion is neither implied nor guaranteed. This position may be eligible for telework within the local commuting area of the position and other flexible work arrangements. Other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
