Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command 116TH Military Intelligence BDE (AI) Fort Eisenhower GA. Responsibilities Provides procedural advice and expertise in assisting, Commander, Deputy Commander Resource Management Officer, primary and staff sections and or subordinate units in planning, programming, budgeting and executing their annual funding programs. Assist the Battalion, primary and staff sections and or subordinated units in preparing annual and out year budget estimates, program changes and unfinanced requirements. Process various financial obligating documents (e.g. DD Form 1610, DD Form 3953, DD Form 1556, DD Form 448 and 3058s) in General Fund Enterprise Business Systems (GFESB-SA). Establishes and maintains controls to ensure that accounting system output agrees with accounting data input as taken from input documents. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes experience maintaining databases, register and other budget/tracking systems to monitor and track obligations, expenditures and flow of funds; conduct analysis of obligations and expenditures to monitor the execution of budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Concepts, Policies and Principles of Budget Internal Controls Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
